ФОРМУВАННЯ СИСТЕМИ СТАТИСТИЧНИХ ПОКАЗНИКІВ ОЦІНЮВАННЯ ЯКОСТІ ЗАЙНЯТОСТІ В УКРАЇНІ

Анотація

У статті розглядаються міжнародні підходи до формування системи статистичних показників оцінювання якості зайнятості. Метою цієї статті є формування системи показників статистичного оцінювання якості зайнятості в Україні для створення науково обгрунтованої бази удосконалення територіальних та місцевих програм зайнятості населення.
У статті послідовно охарактеризовано усі групи статистичних показників, які відповідають викладеним концептуальним засадам оцінювання якості зайнятості, як-от: "Безпека та етика зайнятості", "Дохід і пільги від зайнятості", "Поєднання трудової діяльності та особистого життя", "Тривалість робочого часу і поєднання трудової діяльності та особистого життя", "Стабільність зайнятості та соціальний захист", "Соціальний діалог", "Підвищення кваліфікації та професійне навчання", "Відносини, пов'язані з зайнятістю, і трудова мотивація".
Визначені найбільші недоліки якості зайнятості, серед яких відзначено: низький рівень оплати праці, відсутність пільг і можливостей кар'єрного росту. Подальші дослідження пропонується провести у напрямі вивчення варіанту побудови індексів, що комбінують кілька показників.

FORMATION OF STATISTICAL INDICATORS SYSTEM FOR EVALUATION OF EMPLOYMENT QUALITY IN UKRAINE

Summary

The article deals with international approaches to the formation of a system of statistical indicators of employment quality assessment. The purpose of this article is to create a system of indicators of the statistical evaluation of the quality of employment in Ukraine in order to create a scientifically grounded basis for improving the territorial and local employment programs of the population.
The article describes successively all groups of statistical indicators, which correspond to the conceptual basis for evaluating the quality of employment. The main shortcomings of the quality of employment are identified, among them noted: low wages, lack of privileges and career opportunities. The peculiarities of the formation of statistical indicators of the quality of employment in the groups "Safety and Ethics of Employment", "Revenue and Employment Benefits", "The Combination of Labor and Personal Life", "Duration of Work Time and the Combination of Labor and Personal Life", "Stability of Employment and Social Protection", "Social Dialogue "," Improvement of professional skills and professional training "," Employment-related relations and labor motivation ".
The proposed indicators are defined in such a way as to allow an assessment of specific subgroups of the population, such as women as compared to men, young or elderly workers, in comparison with middle-aged workers, persons with high and low education, migrants in comparison with residents different regions.
When applying these indicators, countries are invited to study all aspects of employment quality indicators and decide for themselves which indicators are most relevant. Further research is suggested to be conducted in the direction of studying the option of building indexes that combine several indicators.
