РЕКРЕАЦІЙНЕ ЗЕМЛЕКОРИСТУВАННЯ В МЕЖАХ ВОДООХОРОННИХ ЗОН ТА ПРИБЕРЕЖНИХ ЗАХИСНИХ СМУГ МІСТ В КОНТЕКСТІ ЗАБЕЗПЕЧЕННЯ СТАЛОГО РОЗВИТКУ
Анотація
У статті обгрунтовано нагальну потребу удосконалення концептуальної основи рекреаційного землекористування в межах водоохоронних зон та прибережних захисних смуг міст як елемента суспільного добробуту міського населення. Зазначене обумовлено тим, що в умовах ринкових земельних відносин та в процесі забезпечення сталого розвитку територій зростає роль ефективного управління землекористуванням, зокрема яке має рекреаційний потенціал.
У результаті дослідження з'ясовано, що рекреаційний потенціал будь-якої території в межах водоохоронних зон та прибережних захисних смуг міст мають як пряме, так і опосередковане використання. Також встановлено, що рекреаційне землекористування із певними природно-рекреаційними ресурсами і обмеженими правами є складовою багатофункціонального землекористування. Авторами констатовано основні ознаки рекреаційного землекористування в межах водоохоронних зон та прибережних захисних смуг міст. Запропоновано модель сутності використання рекреаційного потенціалу землекористування, а також модель багатофункціонального характеру міського землекористування в межах таких зон (смуг) міст. Встановлено, що багатофункціональний характер рекреаційного землекористування через економічні, соціальні й екологічні аспекти сприятиме капіталізації міського землекористування.

RECREATION LAND USE IN THE BORDER OF WATER PROTECTION ZONES AND COASTAL PROTECTIVE STRIPS OF THE CITIES IN CONTEXT OF SUSTAINABLE DEVELOPMENT
Summary
Nowadays world market conditions and the process of ensuring the sustainable development of the country and its regions, increasing the role of an effective management of land use, which has recreational potential, with the purpose of capitalization and greening. The above text points on the urgent need of improvement of conceptual framework for the development of recreational land use within water protection zones and coastal protective strips of cities, through the lens of sustainable development as an element of public well-being. The existing conditions of anthropogenic load of urban territories requires research for an optimal interaction and balanced relations between man, society and nature, in order to ensure rational use of land and other natural resources of territorial ecosystems, for the purpose of protection and restoration. Therefore, the purpose of this work is to investigate recreational land use within water protection zones and coastal protective strips of cities through the lens of sustainable development and to increase the level of capitalization and greening of such land use.
As a result of the research, theoretical basis of the study was the position of economic theory and economics of land and nature, scientific works of domestic and foreign scientists on the issues related to the nature of the research, which were solved in the article. As well as, legislation and regulation acts of Ukrainian Law on land, water and nature management.
Therefore was established, that the recreational potential of any area, within water protection zones and coastal protective strips of cities has both, direct and indirect use. It is also established that recreational land use with certain natural and recreational resources, and limited rights is a component of multifunctional land use. The authors state the main features of recreational land use within water protection zones and coastal protective strips of cities. A model of the essence of using the recreational potential of land use within such zones (lanes) of cities is proposed. As well as a model of multifunctional nature of urban land use within the territories of water protection zones and coastal protection strips. It is determined, that the multifunctional nature of recreational land use through economic, social and environmental aspects will contribute to the capitalization of urban land use and the social well-being of the territories and the country as a whole.
