МЕТОДОЛОГІЧНІ І ПРАКТИЧНІ АСПЕКТИ ОЦІНКИ ВПЛИВУ АНТИКРИЗОВОГО МЕНЕДЖМЕНТУ ТА КАРАНТИННИХ ЗАХОДІВ НА ЕФЕКТИВНІСТЬ ДІЯЛЬНОСТІ АГРОПРОМИСЛОВИХ ПІДПРИЄМСТВ
Анотація
Встановлено, що антикризовий менеджмент та карантинні заходи здійснюють суттєвий вплив на економічні процеси, що призводить до змін ефективності діяльності агропромислових підприємств. Систематизовано форми та напрями впливу антикризового менеджменту та карантинних заходів безпосередньо на функціонал діяльності агропромислових підприємств. Обгрунтовано перелік індикаторів-показників для глибокої оцінки кожного блоку фінансової складової підприємств аграрної сфери економіки та необхідність застосування інноваційних інструментів для своєчасної й ефективної діагностики діяльності підприємств, що дало змогу всебічно підійти до моделювання сценаріїв розвитку аграрних підприємств. Запропоновані в цьому дослідженні методологічні підходи оцінювання впливу антикризового менеджменту та карантинних заходів, пов'язаних з пандемією, дозволили виявити тенденції та розрахувати ймовірність зниження ефективності діяльності агропромислових підприємств, а також обгрунтувати стратегічні напрями підвищення ефективності на засадах СМАРТ-спеціалізації.

METHODOLOGICAL AND PRACTICAL ASPECTS OF ASSESSING THE IMPACT OF CRISIS MANAGEMENT AND QUARANTINE MEASURES ON THE EFFICIENCY OF AGRO-INDUSTRIAL ENTERPRISES
Summary
The aim of the study is to improve the methodological aspects of assessing the impact of crisis management and quarantine measures on the efficiency of agro-industrial enterprises on the basis of SMART-specialization.
The impact of quarantine measures related to knockdowns to stop the spread of the pandemic on the financial and economic component of agro-industrial enterprises in the following key blocks: financial and credit security; state financial support; tax regulation; insurance protection; social transfers; the necessity of application of innovative tools of anti-crisis management, namely benchmarking is substantiated; reengineering; outsourcing; risk management; express diagnostics; KEI examinations; interactive, simulation and structural-cognitive modeling; introduction of intellectualization of administrative processes, anti-crisis PR-management for timely effective diagnosis of enterprises and the choice of alternatives to strategic anti-crisis management; European experience shows the possibility of applying and disseminating SMART specialization for development strategy, which determines competitive advantages, sets strategic priorities and implements intellectual policy to maximize development potential based on the knowledge economy.
Methodological principles were improved and the impact of anti-crisis management and quarantine quarantine measures in the pandemic on the efficiency of the agricultural sector through the systematization of forms and directions of direct impact on the functioning of the agricultural sector and the choice of strategic alternatives for development. principles of SMART specialization.
The results of the study indicate that all enterprises in the agricultural sector operate efficiently and make a profit, the level of profitability is higher than other activities by almost 10 percent and twice as small, but there is a tendency to reduce efficiency in general due to a significant reduction in large and medium-sized enterprises, which indicates the available reserves of growth to reduce losses and increase profitability compared to leaders.
According to the results of the forecast, there is a possibility of reduced development efficiency due to weak demand, reduced costs of material and technical resources (primarily energy and fertilizers), the introduction of trade restrictions, supply chain disruptions (both input and output) and implementation. panic "purchases. The determined list of indicators for the assessment of each block of the financial component made it possible to model scenarios of effective development of agro-industrial enterprises on the basis of SMART-specialization.
