МОДЕЛЮВАННЯ ТЕНДЕНЦІЙ РОЗБУДОВИ ІННОВАЦІЙНИХ КЛАСТЕРІВ У СИСТЕМІ УПРАВЛІННЯ СОЦІАЛЬНО-ЕКОНОМІЧНОЮ БЕЗПЕКОЮ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ ПРИ ПРИЙНЯТТІ РІШЕНЬ ЩОДО АКТИВІЗАЦІЇ ЗОВНІШНЬОЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ СУБ'ЄКТІВ АГРОБІЗНЕСУ В УМОВАХ СТАЛОГО РОЗВИТКУ
Анотація
У статті розглянуто моделювання тенденцій розбудови інноваційних кластерів у системі управління соціально-економічною безпекою національної економіки при прийнятті рішень щодо активізації зовнішньоекономічної діяльності суб'єктів агробізнесу в умовах сталого розвитку. Визначено фундаментальні умови формування інституціонально-матричної кластеризації в інноваційній економіці заснованої на авторській методології неоінноваційного формування державних пріоритетів. Конкретизовано, що умовами реалізації інституціонально-матричної кластеризації є інституціональне забезпечення функціонування кластеру, використання потенціалу ринку праці та залучення "якірних" підприємств. Показано, що у постіндустріальній економіці, наявний дуже сильний ефект внутрішньокластерної колаборації, що зумовлюється пануванням суперконкурентного середовища та взаємовигідної співпраці держави, бізнесу та науки. Запропоновано формування в системі інноваційної економіки інституціонально-матричної кластеризації, ефективність якої забезпечується високим ступенем його стейкхолдерної комунікативності. В інноваційному кластері постійно відбувається технологічний, людський, матеріальний та інформаційний обмін із мінливим зовнішнім середовищем. Таке середовище характеризується сукупністю економічних суб'єктів, з якими постійно відбувається інноваційний, матеріальний та інформаційний взаємообмін. Найголовнішою властивістю інституціонально-матричної кластеризації є виникнення синергетичного ефекту і формування взаємовигідного співробітництва у сітьовій системі.

Summary
The article considers modeling of tendencies of development of innovation clusters in the system of management of social and economic security of national economy at decision-making on activization of foreign economic activity of subjects of agribusiness in the conditions of sustainable development. The fundamental conditions for the formation of institutional-matrix clustering in the innovative economy based on the author's methodology of neo-innovative formation of state priorities are determined. It is specified that the conditions for the implementation of institutional-matrix clustering — is the institutional support of the cluster, the use of labor market potential and the involvement of "anchor" enterprises. It is proposed to define the innovation cluster as an organized economic and social system characterized by high stability, adaptability and competitiveness, due to the formation of a synergistic effect in the interaction of participants. The evolution of the collaboration effect and the achievement of the synergy effect within clusters under different types of economic systems are determined. It is shown that in the post-industrial economy, there is a very strong effect of intra-cluster collaboration, which is due to the dominance of a super-competitive environment and mutually beneficial cooperation between government, business and science. The formation of institutional-matrix clustering in the system of innovative economy is proposed. It is shown that the efficiency of institutional-matrix clustering is provided by a high degree of its stakeholder communicativeness. Technological, human, material and information exchange with the changing external environment is constantly taking place in the innovation cluster. This environment is characterized by a set of economic entities with which there is a constant innovation, material and information exchange. The most important property of institutional-matrix clustering is the emergence of a synergistic effect and, as a consequence, the formation of mutually beneficial cooperation in the network system.
