РОЗВИТОК ФЕРМЕРСЬКИХ ГОСПОДАРСТВ ВІННИЧЧИНИ В ПЕРШІ РОКИ ЗЕМЕЛЬНОЇ РЕФОРМИ (90-І РОКИ ХХ СТ.)
Анотація
Проаналізовано публікації з питань розвитку фермерських господарств впродовж 90-х років ХХ ст. Зроблено висновок, що поза межами наукових пошуків залишилися регіональні аспекти розвитку фермерських господарств за умов економічної кризи 90-х років ХХ ст.; ставлення місцевих органів самоврядування та керівників сільгосппідприємств до земельної реформи; участь державних структур у розвитку нових форм господарювання на селі.
До наукового обігу вперше введено низку документів та матеріалів з питань земельної реформи, які зберігаються у державному архіві Вінницької області.
Відзначено, що серед проблем, які стояли на заваді поступального розвитку фермерського руху, були обмежені можливості державної фінансової підтримки і кредитного забезпечення новостворених фермерських господарств, внаслідок чого вони залишалися дрібнотоварними з низькою інтенсивністю виробництва, а значна кількість господарств взагалі припинила свою діяльність.
Доведено, що не менш важливим чинником, який стримував розвиток фермерства, була протидія керівників сільськогосподарських підприємств, які штучно обмежували площі земель в користуванні фермерів. Однак, з початку 2000 років, під лозунгами реорганізації колективних господарств, деякі з керівників самі стають фермерами, маючи для господарювання значно кращі стартові умови.

DEVELOPMENT OF VINNYTSIA REGION FARMS IN THE FIRST YEARS OF LAND REFORM (THE 90S OF THE XX CENTURY)
Summary
Publications on the development of farms during the 90s of the twentieth century are analyzed.
It is concluded that the regional aspects of the development of farms under the economic crisis of the 90s of the twentieth century remained outside the scope of scientific research; attitude of local self-government bodies and heads of agricultural enterprises to land reform; participation of state structures in the development of new forms of management in rural areas.
For the first time, a number of documents and materials on land reform were introduced into scientific circulation, which are stored in the state archives of Vinnytsia region.
It was found that the establishment of farms was very difficult and did not live up to expectations for the rapid development of a new category of agricultural producers.
It was noted that among the problems that hindered the progressive development of the farmers' movement were limited opportunities for state financial support and credit support for newly established farms. As a result, they remained small-scale with low production intensity, and a significant number of farms stopped operating altogether.
It has been proved that no less important factor hindering the development of farming was the opposition of the heads of agricultural enterprises, who artificially limited the area of land used by farmers. However, since the early 2000s, under the slogans of reorganization of collective farms, some of the leaders themselves become farmers, having much better starting conditions for farming.
It is noted that the Decree of the President of Ukraine of December 3, 1999 №1529 "On urgent measures to reform the agricultural sector of the economy" had a significant impact on the acceleration of land reform, which was reorganized on the basis of private ownership of land and property of all collective agricultural enterprises in new economic formations of the market type.
This allowed the peasants to offer their shares for rent to successful farms. Some specialists and managers of collective enterprises, assessing the benefits of farming as a private farm, became the founders of farms, which increased their number.
