ЗЕМЕЛЬНО-КАДАСТРОВИЙ ОБЛІК ЯК ІНФОРМАЦІЙНА БАЗА УПРАВЛІННЯ ЗЕМЕЛЬНИМИ РЕСУРСАМИ ТА ЗЕМЛЕКОРИСТУВАННЯМ
Анотація
Розкрито роль державного земельного кадастру у сферах правових відносин, економіки, використання земель та управління земельними ресурсами, формуванні земельного ринку, забезпеченні стійкості землекористування, банківського сектора і страхування, інвестиційної, житлової політики та реформування житлово-комунального господарства, в галузі інформаційних послуг та соціальної політики. Зазначено нормативно-правову базу його ведення, складові частини та виділено інституціонально проблемні складові обліку кількості та якості земель, державної реєстрації земельних ділянок. Доведено необхідність законодавчого визначення поняття обліку кількості та якості земель, земельних ділянок, землеволодінь та землекористувань, обліку територіальних обмежень у використання земель та інших природних ресурсів, чіткого дієвого землевпорядного механізму ведення обліку та реєстрації земельних ділянок. Виокремлено іншу інституціональну проблему обліку цих об'єктів на підприємствах для цілей бухгалтерського обліку та постановки його вартості на баланс. Обгрунтовано запровадження єдиних методологічних засад аналітичного обліку земель, земельних ділянок, землеволодінь та землекористувань як економічних активів та капіталу.

LAND CADASTER ACCOUNTING AS AN INFORMATION BASE OF LAND RESOURCES AND LAND USE MANAGEMENT
Summary
The article reveals importance of the state land cadaster in the field of legal relations, economy, land use and land resources management, formation of the land market, support for sustainability of land use, banking sector and insurance, investment, residential policy, and reforming of the residential and municipal department, in the field of information services and social policy. The research outlines the regulatory base of its maintenance, constituents, as well as specifies the institutional problems of the records of the number and quality of lands, state registration of land plots, which efficiency in the management of the mentioned fields and branches is influenced by the effectiveness, reliability and accuracy of the information base. Bodies of the State Services of Geodesy and Cadaster experience the deficit of full and necessary information, approved by the Article 15 of the Law "On the State Land Cadaster", as well as on the significant share of lands. Moreover, most of the available information on land plots are distorted, and therefore the necessary and actual task is to improve the institutional environment of the information constituent of management, i.e. the state land cadaster. The research justifies the necessity of the legislative definition of the notion of inventory of the number and quality of lands, land plots, land holdings and land uses, records of the territorial restrictions in the use of lands and other natural resources, a clear affective land-surveying mechanism of maintaining the inventory and registration of land plots, because in the national accounting standards there is no clear legal registration of the land inventory. The author identifies another institutional problem of recording objects at enterprises for the purpose of accounting and balance sheet value, defines the classification features for agricultural enterprises by the kinds of use and lands, by the land quality and involvement. The research substantiates the necessity to introduce unified methodological fundamentals of the analytical inventory of lands, lands plots, land holdings and land uses as the economic assets and capital. Such necessity is first caused by the need of the clear and detailed information for efficient sustainable management of land resources and land uses.
