ПРОДОВОЛЬЧА БЕЗПЕКА — ВАЖЛИВИЙ ЕЛЕМЕНТ ЕКОНОМІЧНОЇ ТА НАЦІОНАЛЬНОЇ БЕЗПЕКИ
Анотація
Метою статті є аналіз продовольчої безпеки як важливого елементу економічної та національної безпеки, визначення головних напрямів їх становлення. Теоретичною і методологічною основою дослідження є наукові праці вчених у дослідженні продовольчої та економічної безпеки країни. Визначено, що для оцінки продовольчої безпеки країни використовують Глобальний індекс продовольчої безпеки (Global Food Security Index). Аналіз показав, що рейтинг перших десяти країн за Глобальним Індексом продовольчої безпеки (Global Food Security Index) формується так: 1-й Сінгапур, 2-а Ірландія, 3-й США, 4-а Швейцарія, 5-а Фінляндія, 6-а Норвегія, 7-ма Швеція, 8-а Канада, 9-та Нідерланди, 10-та Австрія. Україна у Глобальниму Індексі продовольчої безпеки (Global Food Security Index) у 2019 році займає 76 місце. Здійснено аналіз середньорічного споживання основних продуктів харчування за останні 20 років, який свідчить про порушення структури харчування через недостатнє фактичне споживання населенням висококалорійних видів продовольства — молока та молочних, хлібних, олійних продуктів, середньорічний рівень споживання яких на одну особу є набагато нижчим від науково обгрунтованих фізіологічних нормативів. Розраховані індикатори достатності споживання за цими продуктами харчування (співвідношення між фактичним споживанням і раціональними нормами споживання) доволі низькі, зокрема: молоко та молочні продукти — 0,96; хлібні продукти (у перерахунку на борошно; крупи, рис, бобові) — 0,97; олія — 0,98; цукор — 0,86; картопля — 0,97. Обгрунтовано, що для формування продовольчої безпеки необхідно розробити ряд стратегічних документів, це в подальшому забезпечать як економічну, так і національну безпеку. Обов'язково стратегічні цілі продовольчої безпеки повинні відображати сучасні цілі сталого розвитку на період до 2030 року. Наведено напрями забезпечення продовольчої безпеки країни, що можуть бути використанні виконавчою владою, суб'єктами господарювання. Вибір оптимальної моделі управління продовольчою безпекою як однією із базових умов для забезпечення економічної та національної безпеки.

Summary
The purpose of the article is to analyze food security as an important element of economic and national security, to determine the main directions of their formation. Undoubtedly, the state of physical health also depends on the proper level of nutrition of the population. Therefore, providing the population with high quality food is the main strategic goal of each country. This will increase the demographic situation and ensure the socio-economic development of the country. Accordingly, the analysis of food security as an important element of economic and national security in modern economic conditions is quite relevant. The theoretical and methodological basis of the study are the scientific works of scientists in the study of food and economic security of the country. It is determined that the Global Food Security Index is used to assess the food security of the country. The analysis showed that the ranking of the top ten countries according to the Global Food Security Index is formed as follows: 1st Singapore, 2nd Ireland, 3rd USA, 4th Switzerland, 5th Finland, 6— and Norway, 7th Sweden, 8th Canada, 9th Netherlands, 10th Austria. Ukraine ranks 76th in the Global Food Security Index in 2019. An analysis of the average annual consumption of basic food products over the past 20 years, which indicates a violation of the food structure due to insufficient actual consumption of high-calorie foods — milk and dairy, bread, oil products, the average annual consumption of which is much lower than scientifically sound standards. The calculated indicators of adequacy of consumption for these foods (the ratio between actual consumption and rational consumption norms) are quite low, in particular: milk and dairy products — 0.96; bread products (in terms of flour; cereals, rice, legumes) — 0.97; oil — 0.98; sugar — 0.86; potatoes — 0.97. It is substantiated that for the formation of food security it is necessary to develop a number of strategic documents, which will further ensure both economic and national security. The strategic goals of food security must reflect the current goals of sustainable development for the period up to 2030. The directions of ensuring food security of the country, which can be used by the executive power, business entities, are given. Choosing the optimal model of food security management as one of the basic conditions for ensuring economic and national security.
