ВИКОРИСТАННЯ ІНТЕЛЕКТУАЛЬНОГО ПОТЕНЦІАЛУ У МОДЕРНІЗАЦІЇ СТРУКТУРИ РЕГІОНАЛЬНОЇ ЕКОНОМІКИ
Анотація
У статті досліджується вплив інтелектуального потенціалу населення на структурну модернізацію регіональної економіки як запоруки національної безпеки й збереження держави. Визначено, що структурна модернізація регіональної економіки має виняткове значення для сучасної України, яка шукає виходи з фінансових, політичних, соціальних, ресурсних, військових та моральних ризиків і криз суспільства; знаходиться в стані стрімких втрат ринків, територій, обмежень ресурсів і високих витрат на проведення військових операцій, охорону кордонів, підтримку соціальної стабільності з низьким власним технічним та військовим потенціалом у стратегії і тактиці забезпечення національної та регіональної безпеки. Розглянуто зміст та сутність інтелектуального потенціалу особистості, підприємств, регіонів, національної економіки. Виявлено чинники його формування та здійснено їх розподіл за сферами впливу. Визначено основоположну роль інтелектуального потенціалу у модернізації економіки на регіональному та інших рівнях організації та управління. Проте він не може бути ефективним без наявності дієвих інститутів використання, належної організації відтворення та підтримки. З метою забезпечення результативних управлінських рішень необхідно також враховувати взаємозв'язок інтелектуального потенціалу й інтелектуального капіталу.

USE OF INTELLECTUAL POTENTIAL IN MODERNIZING THE STRUCTURE OF THE REGIONAL ECONOMY
Summary
The article examines the impact of the intellectual potential of the population on the structural modernization of the regional economy as a guarantee of national security and the preservation of the state. It is determined that the structural modernization of the regional economy is of exceptional importance for modern Ukraine, which is looking for ways out of financial, political, social, resource, military and moral risks and crises of society; it is in a state of rapid losses of markets, territories, resource constraints and high expenditures on military operations, border protection, and maintaining social stability with low own technical and military capabilities in the strategy and tactics of ensuring national and regional security. All the more urgent and extremely important is the awareness of the importance of the intellectual potential of society and the untapped opportunities for its implementation and development in the interests of strengthening and stabilizing its own economy, primarily through its structural modernization at the regional level. The content and essence of the intellectual potential of individuals, enterprises, regions, and the national economy are considered. The factors of its formation are identified and their distribution by spheres of influence is carried out. The fundamental role of intellectual potential in the modernization of the economy at the regional and other levels of organization and management is determined. However, it cannot be effective without effective institutions of use, proper organization of reproduction and support. Knowledge remains a resource that becomes important not only as a level of intellectual capabilities, but also as an economic resource, which becomes the basis and means of creating and implementing innovations. According to expert estimates, the cost of the intellectual potential of modern society exceeds the cost of fixed assets of traditional branches of national economies. Therefore, in order to modernize the structure of the regional economy, one of the crucial priorities for the successful development of the country as a whole is to create conditions and mechanisms for the effective transformation of the nation's intellectual potential into intellectual capital. In order to ensure effective management decisions, it is also necessary to take into account the relationship between intellectual potential and intellectual capital.
