БЮДЖЕТНЕ ФІНАНСУВАННЯ СІЛЬСЬКОГО ГОСПОДАРСТВА В УКРАЇНІ
Анотація
У статті досліджуються проблеми фінансування АПК та визначаються пріоритетні форми державної підтримки вітчизняного сільського господарства, що пов'язано з необхідністю забезпечення продовольчої безпеки країни, зокрема її незалежності від імпорту продовольства з інших країн. З цією метою проаналізовано основні форми державної підтримки АПК і сучасний стан бюджетного фінансування аграрного сектора української економіки. Дослідження динаміки обсягів такого фінансування в Україні за останні декілька років засвідчило, що державна фінансова підтримка цієї галузі характеризується певною нестабільністю і коливаннями, а її обсяги є недостатніми та не до кінця враховують реалії розвитку галузі. Також окреслено шляхи підвищення ефективності системи державної підтримки вітчизняного сільського господарства в розрізі проблем його функціонування, зокрема недостатності фінансування науково-технічних робіт, інноваційної діяльності в агропромисловому комплексі, труднощів доступу аграрних товаровиробників до інвестиційних ресурсів, недосконалості системи дотацій.

BUDGET FINANCING OF AGRICULTURE IN UKRAINE
Summary
The article examines problems of financing agricultural sector. It's noted that this industry is general economic and socially significant, therefore, appropriate assistance should be irrevocable and permanent. The publication also identifies priority forms of state support for domestic agriculture. Direct provides for the provision of subsidies for agricultural production material and technical resources; conditional direct line is aimed at strengthening industrial potential and positions in consumer market through indirect forms to ensure favorable organizational and economic conditions for the functioning of agricultural sector; indirect is the procurement of agricultural products and food for state needs, regulation of the production market through commodity interventions with grain, protection of the economic interests of producers in the implementation of foreign economic activity in agricultural sector. This is due need to ensure food security of the country, in particular it's independence from food imports from other countries.
Analysis above forms of state support for agro-industrial complex made it possible to assess the current state of budget financing of agricultural sector of domestic economy. Dynamics research of the volume of such financing in Ukraine over the past few years has shown that state financial support for this industry is characterized by certain instability and fluctuations. It's volumes are insufficient and do not fully take into account realities of the development of industry. Also outlined are ways to increase effectiveness of the state support system for domestic agriculture in the context of it's problems functioning, in particular lack of funding for scientific and technical work, innovation in the agricultural sector, difficulties in accessing agricultural producers to investment resources and imperfections in subsidy system.
The results of research made it possible to assert the importance and feasibility of state financial support for agro-industrial complex, which directly proportionally affects the living standards of the population.
