МЕХАНІЗМИ ТА ІНСТРУМЕНТИ УПРАВЛІННЯ РОЗВИТКОМ СУБ'ЄКТІВ МАЛОГО ПІДПРИЄМНИЦТВА АПК
Анотація
Статтю присвячено обгрунтуванню управлінських механізмів та інструментів, необхідних для забезпечення ефективного розвитку суб'єктів малого підприємництва в аграрній сфері та зростання їх конкурентоспроможності. Визначено основні характеристики суб'єктів малого підприємництва в АПК, проблеми їх розвитку та переваги порівняно із великими підприємствами. Описано тенденції розвитку малих форм господарювання на селі, з'ясовано причини кількісних і структурних змін у їх сукупності. Проаналізовано економічний потенціал та основні результати діяльності суб'єктів малого підприємництва з виробництва і збуту сільськогосподарської продукції. Визначено умови та основні напрями успішного розвитку малого бізнесу на селі. За результатами досліджень розроблено комплекс пропозицій, практична реалізація яких дозволить підвищити ефективність управління розвитком суб'єктів аграрного підприємництва на загальнодержавному, регіональному та локальному рівнях.

MECHANISMS AND INSTRUMENTS OF SMALL BUSINESS DEVELOPMENT MANAGEMENT IN THE AGROINDUSTRIAL COMPLEX
Summary
It has been substantiated in the article the management mechanisms and tools, necessary to providing the effective development of small business in the agrarian sector and it competitiveness increasing. The significant structural imbalance in the existing model of agrarian entrepreneurship in Ukraine is noted by authors. The negative effects caused by the agroholdings activities increasing and the small business forms displacement from agriculture are indicated.
The economic essence of small business entities in agroindustrial complex, their main characteristics and development problems are defined. It has been established that small forms of business have the following advantages over large enterprises: rapid reaction to market changes, generation of innovative production ideas, close contact with consumers and effective motivation to achieve business goals.
The development tendencies of the small forms of economic activity in rural areas are described. It has been founded that quantitative and structural changes in their totality are caused by the legislation changes aimed at the stimulating agriculture development and by the effect of state programs for financial support certain areas of food production. The economic potential of small business entities and the main results in the production and sale food are analyzed. Authors noted the significant role of small businesses for supplying the agrarian market and providing the rural population employment. The conditions and main directions for successful development of small business in rural areas are defined. In particular, promising business trends for farmers are the development of low-prevalent livestock and crop production, as well as the certified organic production.
According to the results of the research, it has been developed a set of measures to improve the efficiency of development management of the agrarian business entities at the national, regional and local levels. Priorities are given to the managing mechanisms of the state financial support distribution for the agricultural producer's development; stimulating investment and innovation activity of economic entities through the leasing, franchising and preferential lending; managing of producer's integration and cooperation, expanding information and consulting support for the starting and developing business in agriculture.
