ІДЕНТИФІКАЦІЯ СІЛЬСЬКОГОСПОДАРСЬКИХ ОБСЛУГОВУЮЧИХ КООПЕРАТИВІВ У СУКУПНОСТІ ФОРМ ОРГАНІЗАЦІЇ ДІЯЛЬНОСТІ НА СЕЛІ
Анотація
У статті здійснено уточнення соціально-економічної природи сільськогосподарських обслуговуючих кооперативів. Сільськогосподарським обслуговуючим кооперативам відводиться значна роль у забезпеченні конкурентоспроможності малих підприємств агробізнесу, підвищенні добробуту сільських жителів, згуртуванні сільських громад та розвитку місцевого самоврядування. Особливу увагу приділено визначенню їх неприбуткового статусу. Законодавча неврегульованість податкового статусу сільськогосподарських обслуговуючих кооперативів стримує їхній розвиток, вносить непорозуміння та нездорові взаємовідносини між виконавчими органами обслуговуючих кооперативів і органами державного управління всіх рівнів. Також було висвітлено особливості організації та участі засновників і клієнтів. Виявлено їх спільні та відмінні риси з основними організаційними формами діяльності на селі — аграрними підприємствами, комерційними організаціями-посередниками, виробничими кооперативами, громадськими організаціями. Це дало можливість обгрунтувати специфіку сільськогосподарських виробничих обслуговуючих кооперативів і на цій основі розробити пропозиції щодо їх розвитку на перспективу.

IDENTIFICATION OF AGRICULTURAL SERVICE COOPERATIVES IN THE AGGREGATE FORMS OF ORGANIZATION OF ACTIVITIES IN RURAL AREAS
Summary
The article clarifies the socio-economic nature of agricultural service cooperatives. Agricultural service cooperatives have a significant role to play in ensuring the competitiveness of small agribusiness enterprises, improving the well-being of rural residents, rallying rural communities and developing local self-government. It is therefore important to develop an institutional framework for their functioning. First of all, it concerns the provision of their non-profit status, the definition of socio-economic essence, identification among other socio-economic and economic entities of the agricultural sphere. Special attention is paid to the definition of their non-profit status. Legislative non-regulation of the tax status of agricultural service cooperatives hinders their development, introduces misunderstanding and unhealthy relationships between the Executive bodies of service cooperatives and public administration at all levels. The features of the organization and participation of founders and clients were also highlighted. Their common and distinctive features with the main organizational forms of activity in the village — agricultural enterprises, commercial organizations-intermediaries, production cooperatives, public organizations are revealed. This made it possible to justify the specifics of agricultural production and service cooperatives and on this basis to develop proposals for their development in the future. It is determined that small and small agricultural enterprises, taking into account the world and domestic experience, it is almost impossible to operate profitably alone. The small size of these agricultural producers force them to direct their activities to the production of those types of products that can provide them with sufficiently high incomes and provide opportunities for expanded reproduction and social protection. In such circumstances, cooperation is a form of their socio-economic interaction and remains the only way to preserve the peasantry, food security and social protection of the population, economic development and sustainable development of rural areas.
