ОСОБЛИВОСТІ СТАТИСТИЧНОГО ОЦІНЮВАННЯ РІВНЯ ПРОФЕСІЙНОЇ ЗАХВОРЮВАНОСТІ

Анотація

У статті обгрунтовується методологічні засади та особливості статистичного оцінювання рівня професійної захворюваності. Метою поведеного дослідження є визначення особливостей статистичного оцінювання рівня професійної захворюваності в динаміці та територіальному розрізі на основі грунтовного вивчення історичних аспектів формування методологічних засад.
Для досягнення поставленої мети розглянуто основні етапи історичного розвитку міжнародного переліку професійних захворювань МОП, визначено хронологічні детермінанти та проаналізовано наслідки змін у переліку. Зокрема, узагальнено та представлено зміни до переліку професійних захворювань у Конвенціях МОП С18 та С42. Викладені нові пункти переліку професійних захворювань у Конвенції № 121 та Рекомендації про запис та повідомлення (R194) щодо професійних захворювань 2010 р. Визначено основні та додаткові причини для перегляду переліку професійних захворювань.
Проаналізовано диференціацію країн світу за кількістю захворювань відповідно до категорії причин захворюваності та хвороб. Розглянуто основні групи професійних захворювань національного переліку, який було затверджено у 2000 р. (зі змінами 2017 р.). Проаналізовано розподіл випадків професійних захворювань за діагнозами та їх структуру серед працюючих в Україні у 2014—2016 рр.

FEATURES OF STATISTICAL ESTIMATION OF THE LEVEL OF OCCUPATIONAL DISEASE

Summary

The article substantiates the methodological principles and peculiarities of the statistical estimation of the level of occupational morbidity. The purpose of the conducted research is to determine the peculiarities of the statistical estimation of the level of occupational disease in the dynamics and territorial section on the basis of a thorough study of the historical aspects of the formation of methodological principles.
To achieve this goal, the main stages of the historical development of the international list of occupational diseases of the ILO are considered, the chronological determinants are determined and the consequences of changes in the list are analyzed. In particular, the changes to the list of occupational diseases in the ILO Conventions C18 and C42 are summarized and presented. The new paragraphs of the list of occupational diseases in the Convention No. 121 were set forth. The analysis of historical changes in the structure of industry, workplace risks and compensation policies, which led to further changes in the list of occupational diseases. New paragraphs of the Recording and Reporting Recommendations (R194) on Occupational Diseases 2010 are considered. The main and additional reasons for reviewing the list of occupational diseases have been determined.
The differentiation of the countries of the world according to the number of diseases according to the category of causes of illness and diseases is analyzed.
The main groups of occupational diseases of the national list are considered, which was approved in 2000 by the Decree of the Cabinet of Ministers of Ukraine No. 1662 of November 8, 2000 (as amended on April 26, 2017). The distribution of cases of occupational diseases by diagnoses and their structure among the employees in Ukraine in 2014-2016 is analyzed.
According to the results of the study, it was substantiated that the analysis of statistical data in the officially adopted list of occupational diseases affects not only the development of social protection programs, but also the substantiation of disease prevention programs at the national and local levels.
