СУТНІСТЬ ЕКОЛОГІЧНОЇ БЕЗПЕКИ В АГРАРНОМУ СЕКТОРІ ЕКОНОМІКИ: ТЕОРЕТИЧНІ ПІДХОДИ

Анотація

Здійснено систематизацію підходів до визначення сутності поняття екологічної безпеки за трьома підходами: антропоцентричним, біоцентричним та антропоцентричним із врахуванням природно-ресурсної складової. Виходячи з двох парадигм екологічної безпеки (як частина національної безпеки — стан захищеності від зовнішніх і внутрішніх екологічних загроз та ризиків; як стан екосистеми — система параметрів, критеріїв та індикаторів, що визначають граничні значення впливу на неї) та враховуючи специфіку агросфери, екологічну безпеку в аграрному секторі слід розуміти в триєдиному аспекті: захищеність людини, стабільність функціонування агроекосистеми та збалансованість природокористування. Враховуючи переваги та недоліки існуючих визначень категорії "екологічна безпека", а також виходячи із специфічних особливостей сільськогосподарської галузі, запропоновано авторський підхід до визначення сутності екологічної безпеки в аграрному секторі як стану агроекосистем, за якого забезпечується запобігання виникненню небезпеки для здоров'я людей та деградації природних ресурсів і біорізноманіття від можливого негативного впливу екодеструктивних чинників на навколишнє природне середовище, а також стійкість до екологічних загроз й ризиків.

THE ESSENCE OF ENVIRONMENTAL SAFETY IN THE AGRARIAN SECTOR OF THE ECONOMY: THEORETICAL APPROACHES

Summary

The author has systematized approaches to the definition of the essence of the concept of environmental safety in three approaches: anthropocentric, biocentric and anthropocentric, taking into account the natural resource component. Based on two paradigms of environmental safety (as part of national security — the state of protection from external and internal environmental threats and risks; as a state of the ecosystem — a system of parameters, criteria and indicators that determine the limit values of its impact), and taking into account the specifics of the agrosphere, environmental safety in the agricultural sector should be understood in the three-dimensional aspect: human security, stability of agroecosystem functioning and balance of nature use. Taking into account the advantages and disadvantages of existing definitions of the category "environmental safety", as well as on the basis of specific features of the agricultural sector, the author proposes his own approach to the definition of the essence of ecological safety in the agrarian sector as a state of agroecosystems, which ensures prevention of the danger to human health and the degradation of natural resources and biodiversity from the possible negative impact of environmental degradation factors on the environment, as well as resistance to environmental threats and risks.
