МОДЕРНІЗАЦІЯ ЕКОНОМІЧНОЇ СИСТЕМИ РЕГІОНУ

Анотація

Статтю присвячено модернізації економічної системи регіональних систем світу. Автор проаналізував наявну наукову літературу з обраної теми. Відмічено, що деякі дослідники дотримуються думки, що модернізація економіки регіонів повинна враховувати інтереси широких мас населення та певні наукові принципи здійснення. На думку автора, найбільш вірною методологічною позицією є теза про те, що принципами структурної модернізації регіональної економіки є визначення національного вектору розвитку та утвердження раціональних рішень щодо планування стратегії розвитку регіонів. Вказано, що серед причин, що обумовлюють потребу в модернізації економічного простору регіонів необхідно віднести зростаючу міжнародну конкуренцію. Розглянуто досвід регіональної модернізації економіки країн з різним економічним потенціалом. Виявлено, що модернізація економічної системи регіону досягається шляхом кількісних змін та трансформацій економічної системи. Розвиток регіонів здійснюється за допомогою стратегічного управління, яке, у свою чергу, визначає перспективи поступу, орієнтуючись на потенціал регіону. Досліджено, що політика держави тісно пов'язана з розвитком регіонів та стратегічним управлінням. Встановлено, що модернізація економіки можлива лише за умов гармонії у політичній сфері, що є одною з головних передумов для проведення структурної модернізації регіональної економіки. Автор послідовно відстоює ідею про те, що історична послідовність бізнес-циклів є результатом відхилень фактичних моделей від оптимальних; такі коливання, поряд з впливом несприятливих факторів, призводять до розходження історичних траєкторій зростання та падіння економіки. У висновках зазначено, що чимало регіональних економічних систем світу знаходяться у стані трансформації економічної моделі. Обгрунтовано ідею, що модернізація економіки регіону не може обмежуватися тільки окремими секторами економіки, вона повинна поширюватися на всі основні сфери життєдіяльності соціуму, одночасно охоплюючи економічну, а також політичну та соціальну сфери. Доведено, що такі галузеві кластери, як охорона здоров'я, інфраструктура та будівництво, транспорт та логістика, роздрібна торгівля також працюють на регіональному рівні і є напрочуд перспективними з точки зору модернізації регіональної економіки.

MODERNIZATION OF THE ECONOMIC SYSTEM OF THE REGION

Summary

The article is devoted to the modernization of the economic system of regional systems of the world. The author analyzed the available scientific literature on this topic. It is noted that some researchers are of the opinion that the modernization of the regional economy should take into account the interests of the general population and certain scientific principles of implementation. According to the author, the most correct methodological position is the thesis that the principles of structural modernization of the regional economy are to determine the national vector of development and the adoption of rational decisions on planning the strategy of regional development. It is pointed out that among the reasons for the need to modernize the economic space of the regions is the growing international competition. The experience of regional modernization of the economy of countries with different economic potential is considered. It is revealed that the modernization of the economic system of the region is achieved through quantitative changes and transformations of the economic system. The development of regions is carried out through strategic management, which, in turn, determines the prospects for progress, focusing on the potential of the region. It has been studied that the policy of the state is closely connected with the development of the regions and strategic management. It is established that the modernization of the economy is possible only under conditions of harmony in the political sphere, which is one of the main prerequisites for the structural modernization of the regional economy. The author consistently defends the idea that the historical sequence of business cycles is the result of deviations of actual models from the optimal ones; such fluctuations, along with the influence of adverse factors, lead to differences in the historical trajectories of growth and decline of the economy. The conclusions state that many regional economic systems of the world are in a state of transformation of the economic model. The idea that the modernization of the region's economy cannot be limited to certain sectors of the economy, it should extend to all major spheres of society, while covering the economic, as well as political and social spheres. It has been proven that sectoral clusters such as healthcare, infrastructure and construction, transport and logistics, retail, also operate at the regional level and are surprisingly promising in terms of modernizing the regional economy.
