СУТНІСТЬ ІНСТИТУЦІОНАЛЬНОГО СЕРЕДОВИЩА РИНКОВОГО ОБІГУ ЗЕМЕЛЬНИХ ДІЛЯНОК ВЛАСНИКІВ ЗЕМЕЛЬНИХ ЧАСТОК (ПАЇВ)
Анотація
У статті авторами висвітлено основні сучасні проблеми ринку земель сільськогосподарського призначення. В результаті дослідження обгрунтовано систему інститутів, що визначають земельні відносини та ринок земельних ділянок власників земельних часток (паїв) в аграрному секторі економіки. Зазначено, що при регулюванні земельного ринку, держава як суб'єкт ринкової економіки, має реалізувати комплексну систему інституційних заходів, що дозволяють: ліквідувати негативні наслідки трансформації власності на землю в аграрному секторі після реформи 90-х років; забезпечити дію механізму землевпорядного зонування земель за типами (підтипами) землекористування із врахуванням їх придатності для сільськогосподарських потреб та цінності інших природних ресурсів для природоохоронного, рекреаційного, добування корисних копалин і іншого використання як базової основи формування територіальних обмежень у використанні земель; створити організаційно-економічні умови для повернення в господарський оборот раніше вибувших сільськогосподарських угідь; вирішити проблему економічно обгрунтованого вилучення земельної ренти, а також пов'язаних з нею земельного податку та орендної плати; забезпечити дію механізму контролю за ефективністю використання земельного фонду з досвіду зарубіжних країн.

THE ESSENCE OF THE INSTITUTIONAL ENVIRONMENT OF THE LAND PROPERTY COMMERCE OF LAND PARCELS OWNERS (LAND SHARES)
Summary
In the article the authors highlight the main current problems of the agricultural land market. As a result of the study, the system of institutions that determine land relations and the market of land plots of owners of land shares (units) in the agricultural sector of the economy is substantiated. It is noted that in regulating the land market, the state as a subject of market economy, must implement a comprehensive system of institutional measures to: eliminate the negative consequences of the transformation of land ownership in the agricultural sector after the reform of the 90s; ensure the mechanism of zoning of land by types (subtypes) of land use, taking into account their suitability for environmental, recreational, mining and other use as a basic basis for the formation of territorial restrictions on land use; to create organizational and economic conditions for the return to economic turnover of previously retired agricultural land; to solve the problem of economically justified withdrawal of land rent, as well as related land tax and rent; to ensure the operation of the mechanism of control over the efficiency of land use from the experience of foreign countries.
It is substantiated that state regulation of the land market should be a single system of interconnected mechanisms. These mechanisms will coordinate and streamline the interests of all participants of agricultural of the circulation of land property of land parcels owners by national, regional and local authorities. It is necessary to remove an effective institution in the system of institutions in the land market, which will have a decisive influence on the level of use of agricultural land use. To increase the efficiency and targeted use of agricultural lands and other natural resources, it is advisable to create a separate organization in the country at the national, regional and local levels for the management of agricultural and environmental land use. Currently, the lack of a legally defined land management process and misuse of budget funds lead to inefficient regulation of land relations and land management of agricultural enterprises.
