АГРОПРОМИСЛОВИЙ КОМПЛЕКС: ТЕОРЕТИКО-МЕТОДОЛОГІЧНІ ЗАСАДИ ФОРМУВАННЯ І ТРАНСФОРМАЦІЇ

Анотація

Проаналізовано теоретико-методологічні підходи до концепції формування агропромислового комплексу (АПК), зокрема до його структури (поділ на сфери з різною їх кількістю чи підкомплекси, зміст цих складових), що дозволило висловити припущення про наявність внутрішньо системних протиріч в АПК як системі, з одного боку, та суперечностей структури народного господарства як системи, де АПК відігравало роль підсистеми, з іншого боку, які гальмували розвиток цього комплексу й зумовили ринкову трансформацію агропромислового комплексу в агропродовольчий комплекс. Обгрунтовано пропозиції з подальшого трансформування АПК за умов поглиблення ринкових перетворень національної економіки. Зазначено непересічну роль АПК як важливої складової народного господарства, інструмента державного управління, за допомогою якого здійснюються спроби вирішення існуючої продовольчої проблеми.

AGRICULTURAL SECTOR: THEORETICAL AND METHODOLOGICAL PRINCIPLES OF FORMATION AND TRANSFORMATION

Summary

The theoretical and methodological approaches to the concept of the formation of the agroindustrial complex (AIC) have been analyzed; in particular, its structure (division into spheres with different number or subcomplexes, the content of these components). On the one hand it is assumed that there are internal contradictions in the AIC system as a system. On the other hand, there is the controversy of structure of the economy, where AIC played the role of subsystems that hindered the development of this complex and led the market transformation of agriculture into the agri-food complex. Reasonable proposals for further transformation of AIC under conditions of deepening market reforms of the national economy have been grounded. The author specified the outstanding role of AIC as an important component of the economy, public administration tool by which the attempts to resolve the food problem has been undertaken.
