ПЕРЕШКОДИ РОЗВИТКУ АПК РЕГІОНІВ ТА НАПРЯМИ ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНОГО МЕХАНІЗМУ ЩОДО ЇХ ЕЛІМІНАЦІЇ
Анотація
У статті визначено перешкоди розвитку АПК регіонів макрорівня пов'язані з державним та регіональним управлінням та підтримкою розвитку сфер АПК, до яких належать: відсутність дієвих цільових програм розвитку сфер АПК регіонів; відсутня відповідна законодавча база щодо органічного сільського господарства і сертифікації органічної продукції; значні диспропорції у цінах на сільськогосподарську продукцію по відношенню до цін на матеріально-технічні ресурси; відсутність довгострокового пільгового кредитування сільськогосподарських виробників; значне податкове навантаження на сільськогосподарських виробників; незавершеність реформ у аграрній сфері; відсутність стимулювання сільського господарства виробників у виробництві менш рентабельних видів сільськогосподарської продукції тощо.
Обгрунтовано дії організаційно-економічного механізму розвитку АПК регіонів спрямованих на їх елімінацію, застосування яких призведе до цілісного, збалансованого розвитку всіх сфер АПК регіонів, що у свою чергу сприятиме забезпеченню продовольчої безпеки країни, а також продовольчими й промисловими товарами населення, зростанню експорту сільськогосподарської продукції країни, розвитку соціальної сфери та покращенню екологічної ситуації.

PROBLEMS OF AGROINDUSTRIAL COMPLEX REGIONS DEVELOPMENT AND DIRECTIONS OF THE ORGANIZATIONAL AND ECONOMIC MECHANISM ON THEIR ELIMINATION
Summary
The article defines the obstacles to the development of the agroindustrial regions complex at the macro level related to the state and regional administration and support for the development of the agroindustrial complex spheres, which include: absence of effective targeted programs for development of spheres of agrarian and industrial regions complex; there is no relevant legislative framework for organic agriculture and certification of organic products; significant disparities in prices for agricultural products in relation to the prices of material and technical resources; lack of long-term preferential lending to agricultural producers; significant tax burden on agricultural producers; incompleteness of reforms in the agrarian sector; lack of incentives for agricultural producers in the production of less profitable agricultural products, etc.
The actions of the organizational and economic mechanism of agroindustrial regions complex development is aimed at their elimination, the application of which will lead to a holistic and balanced development of all spheres the agroindustrial regions complex, which in turn will contribute to ensuring food security of the country, as well as food and industrial goods of the population, increase of export of agricultural products of the country, development of the social sphere and improvement of the ecological situation.
