ОРГАНІЗАЦІЙНО-ЕКОНОМІЧНІ ЗАСАДИ ФУНКЦІОНУВАННЯ ПРОЦЕСУ КОНТРОЛЮ ЯКОСТІ СІЛЬСЬКОГОСПОДАРСЬКОЇ ПРОДУКЦІЇ: ВІТЧИЗНЯНІ РЕАЛІЇ ТА ВИКЛИКИ СЬОГОДЕННЯ
Анотація
Вступ до СОТ відкрив Україні великі можливості щодо виходу на єдиний європейський ринок, але вони не можуть бути реалізовані й дотепер через невідповідність національної системи технічного регулювання тій, що запроваджена в Європейському Союзі. Водночас лише гармонізація інституціонально-правової бази розвитку національної економіки з європейською не спроможна вирішити проблему підвищення конкурентоспроможності виробленої продукції і наданих послуг.
Встановлено, що складна ситуація щодо виробництва безпечної та якісної продукції склалася в агропродовольчому комплексі України пов'язана з тим, що її випуск великою мірою залежить від дотримання нормативних вимог виробниками аграрної сировини. Хоча в аграрному секторі налічується багато організаційно-правових форм господарювання, однак практично половина продукції виробляється в особистих селянських господарствах. Можливості останніх щодо запровадження інноваційних технологій її вирощування надзвичайно обмежені, а тому це породжує додаткові проблеми щодо дотримання вимог нормативних документів. Встановлено, що принаймні три типи стандартів повинні відігравати важливу роль у ланцюгу постачання для харчових продуктів високої цінності: первинні продуктові стандарти; стандарти упаковки та логістики; стандарти передачі інформації.

THE INSTITUTIONAL FRAMEWORK FUNCTIONING FOR THE PROCESS OF QUALITY CONTROL OF AGRICULTURAL PRODUCTS: DOMESTIC REALITIES AND CHALLENGES OF TODAY
Summary
Accession to the WTO Ukraine has opened a great opportunity to enter the single European market, but they can't be implemented so far due to the inconsistency of the national system of technical regulation to that introduced in the European Union. At the same time, only harmonization of the institutional and legal framework development of the national economy with the European is not able to solve the problem of increase of competitiveness of produced goods and provided services.
It is established that a difficult situation for the production of safe and quality products developed in the agro-food sector of Ukraine is that its production heavily depends on compliance by the producers of agricultural raw materials. Although in the agricultural sector, there are many legal forms of economic activity, however, nearly half of products produced in personal peasant farms. The possibility of the latter in introducing innovative technologies of cultivation are extremely limited, and therefore, it creates additional problems in respect of compliance with regulatory requirements. It is established that the share of harmonized standards in relation to the dairy industry, which represents 41% of the total, which significantly exceeds the share of harmonized standards in the total array of standards for classification code 67, which is 25%. It is proved that the competitiveness of domestic agricultural products, raw materials and food necessitates a transition to international standards of food quality, which is in the list of mandatory requirements. It is believed that at least three types of standards should play an important role in the supply chain for food products of high value: the primary product standards; packaging and logistics; standards of information transmission.
