ФІЛОСОФІЯ РОЗВИТКУ ТЕОРІЇ ЗЕМЕЛЬНОГО УСТРОЮ СІЛЬСЬКИХ ТЕРИТОРІЙ

Анотація

Досліджено еволюцію розвитку теорії земельного устрою у Європейському співтоваристві і в Україні у кінці ХХ століття та початку ХХІ століття, яка характеризується двома базовими моделями функціонування земельного устрою. Кожна з цих моделей має суттєве значення для сільських територій. Так, галузева модель розвитку земельного устрою сільських територій базується на розвитку сільськогосподарського землекористування. У цій моделі в центр уваги ставиться сільське господарство. Територіальна (територіально-просторова) модель функціонування земельного устрою сільських територій базується на формуванні взаємозв'язків усередині територіального простору локальної економіки. Ця модель функціонування земельного устрою сільських територій не виходить із галузевих інтересів, не розглядає потреби територіального перерозподілу ресурсів, наприклад, між гірськими та іншими депресивними територіями, а розглядає територію у всій сукупності. Для територіально-просторової моделі функціонування земельного устрою сільських територій характерними є такі цілі політики як: використання внутрішніх земельних та інших природних ресурсів території; диверсифікація доходів сільськогосподарських підприємств; нові форми скорочення витрат; розповсюдження форм диверсифікованих типів (підтипів) землекористування; формування несільськогосподарських типів (підтипів) землекористування (промислове та рекреаційне, послуги та ін.). Основну роль у формуванні політики відіграє сільська територія, яка характеризується: територіально-просторовим плануванням розвитку землекористування як інструменту визначення стратегії розвитку території.

PHILOSOPHY OF THE THEORY DEVELOPMENT FOR RURAL TERRITORIES LAND SYSTEM

Summary

The evolution of land management in European community and in Ukraine in the end XX century and in the beginning XXI century is characterized by to basic models of land management functioning. Each of these models is essential for rural areas. Thus, the sectoral model of development of land management in rural areas is based on the development of agricultural land use. In this model the focus is on the agriculture. Territorial (territorial-spatial) model of functioning of the land management of rural areas is based on the formation of relationships within the territorial space of the local economy. This model of functioning of the land management of the rural areas is not based on the sector interests, does not consider the territorial redistribution of resources need, for example, between mountainous and other depressed areas, and consider the territory as a whole. Evolution of the development of land system theory in the European Community and in Ukraine at the end of the XX century and at the beginning of the XXI century is characterized by two basic models of the land system. Each of these models is essential for rural areas. Thus, the sectoral model of the land system development for rural areas is based on the development of agricultural use of land. In this model, the focus is concentrated on agriculture. The territorial (territorial-spatial) model of functioning of the land system for rural areas is based on the formation of relationships inside the territorial space of the local economy. This model of functioning of the land system of rural areas is not based on sectoral interests, it does not consider the need for territorial redistribution of resources between mountainous and other depressed areas, however it considers the territory as a whole. It is substantiated that the concept of the sectoral model identifies the functioning of the land system for rural areas with the general modernization of agriculture and agri-food complex. This concept (the rapprochement concept) is based on the development of land use in agricultural sector and the reduction of disparities between the most backward rural areas and other sectors of the economy. The concept of territorial-spatial model identifies the functioning of the land system for rural areas with the development of territorial communities through the use of all resources available in the territory (land, human, natural, landscape, etc.). This concept uses the possibilities of the territory in its broadest sense. The main characteristics of the sectoral and territorial-spatial models of the functioning of the land system for rural areas are given. In particular, both models are characterized by such institutions as: policy targets, types of privileged policy, the role of territories, industries, social and institutional structures. The sectoral model of functioning of the land system for rural areas is characterized by such policy targets as: intensification of the land use (capital per unit area / labor); equalization of income with other industries; growth of production scales (at the enterprise level); compensation for the impact of adverse natural and socio-economic factors. The main role in policy-making is given to the agricultural sector. The territorial-spatial model of the functioning of the land system for rural areas is characterized by such policy targets as: use of internal land and other natural resources of the territory; diversification of incomes of agricultural enterprises; new forms of cost reduction; distribution of forms of diversified types (subtypes) of land use; formation of non-agricultural types (subtypes) of land use (industrial and recreational, services, etc.). The main role in policy-making is assigned to rural areas, which are characterized by: territorial and spatial planning of land use development as a tool for determining the strategy of territorial development; attentive attitude to ecologization and rural; resource heterogeneity of rural areas in regional and national contexts; multidimensional definition of "rural", "land use", boundaries with variable geometry; reducing the gap between weak rural areas and urban areas. For the territorial-spatial model of the functioning of the rural areas land management is characterized by such policy objectives as: use of domestic land and other natural resources of the territory; diversification of incomes of agricultural enterprises; new forms of cost reduction; distribution of forms of diversified types (subtypes) of land use; formation of non-agricultural types (subtypes) of land use (industrial and recreational, services, etc.). The main role in policy-making is played by rural areas, which are characterized by: territorial-spatial planning of land use development as a tool for determining the strategy of territorial development; attentive attitude to greening and all rural; resource heterogeneity of rural areas in regional and national contexts; multidimensional definition of "rural", "land use", boundaries with variable geometry; reducing the gap between weak rural areas and urban areas.
