ВИЗНАЧАЛЬНІ ДЕТЕРМІНАНТИ СУЧАСНИХ ТЕНДЕНЦІЙ ФОРМУВАННЯ ПРОДОВОЛЬЧОГО ПОТЕНЦІАЛУ

Анотація

З метою встановлення визначальних детермінант формування продовольчого потенціалу проведено дослідження сучасних тенденцій у сфері продовольчої безпеки, в результаті якого встановлено наступне: країни пострадянського регіону діляться на дві групи щодо їхнього бачення продовольчої безпеки — група країн орієнтована на продовольче самозабезпечення та країни, що орієнтовані на цінності та політики ФАО; основні економічні напрями формування продовольчого потенціалу в пострадянських країнах зосереджено у чотирьох напрямах — модернізація сільського господарства, торгові інтервенції, регулювання цін на продовольство, управління товарними запасами, що визначило основні форми та методи регулювання продовольчої безпеки в пострадянських країнах; результати реалізації заходів продовольчої політики в пострадянських країнах свідчать про визначну роль у скороченні масштабів бідності загальноекономічного зростання, основним бенефіціаром якого виступає малозабезпечене населення, при цьому увага стала приділятися не калорійності харчування, а підвищенню його якості; основними детермінантами сучасних тенденцій щодо формування продовольчого потенціалу є конфлікти та війни, світові пандемії (COVID-19), мінливість клімату та екстремальні його прояви, уповільнення економічного зростання та економічні спади, політика у сфері харчування.

DETERMINING DETERMINANTS OF CURRENT TRENDS OF FOOD POTENTIAL FORMATION

Summary

The world faces unprecedented challenges in food security: global population growth, pandemics, wars and conflicts, economic cycles, and a number of other global and regional challenges require new ways to address political, technological, environmental, economic and social issues. Although global advances in food production have been impressive over the past 50 years, global inequalities in food rights (people's ability to access food and access to productive resources) remain one of the biggest obstacles to achieving food security for all. It is obvious that it is necessary to identify the determinants of food capacity building in order to develop appropriate measures and policies to eliminate their negative impact on food security at the regional, national and global levels. In order to identify the determinants of food capacity building, a study of current trends in food security was conducted, which resulted in the following: the post-Soviet countries are divided into two groups according to their vision of food security — food self-sufficiency and value-oriented countries. FAO policies; The main economic areas of food potential in the post-Soviet countries are concentrated in four areas — modernization of agriculture, trade interventions, food price regulation, inventory management, which identified the main forms and methods of food security in the post-Soviet countries; The results of the implementation of food policy measures in the post-Soviet countries show a significant role in reducing poverty of general economic growth, the main beneficiary of which is the poor, while the focus was not on caloric intake, but to improve its quality. A thorough analysis of the factors influencing the level of food security of the country revealed that the main determinants of current trends in food capacity building are conflicts and wars, global pandemics (COVID-19), climate variability and its extreme manifestations, slowing growth and economic downturns. nutrition. Therefore, the development of appropriate measures to reduce or reduce the negative impact of the complex, rather than individual measures in a particular area or industry, and the implementation of appropriate programs are crucial in ensuring food security in any country.
