СТРАТЕГІЧНІ ЗАВДАННЯ ТА ПРІОРИТЕТИ РОЗВИТКУ ІНСТИТУЦІЙНОГО МЕХАНІЗМУ АГРАРНОГО СЕКТОРУ ЕКОНОМІКИ УКРАЇНИ ДЛЯ ПІДВИЩЕННЯ ЕФЕКТИВНОСТІ ЗЕМЛЕКОРИСТУВАННЯ, ПРОДОВОЛЬЧОЇ БЕЗПЕКИ ТА АДМІНІСТРАТИВНО-ТЕРИТОРІАЛЬНОЇ РЕФОРМИ НА СЕЛІ
Анотація
Предметом дослідження статті є інституційний механізм функціонування аграрного сектору економіки як основоположний інструмент та засіб управління й регулювання його розвитку у контексті аграрних відносин, виробничої діяльності, вирішення соціальних та екологічних проблем сільського господарства. Встановлено, що його подальші трансформації та змістовні й структурні зрушення мають забезпечити стратегічні пріоритети подальшого розвитку. В свою чергу, останні повинні бути направлені на вирішення завдань і проблем, які й найбільш гострими та важливими для аграрного сектору. В результаті у статті було визначено, що для різних історичних періодів його розвитку вони були також різними й стосувалися: роздержавлення, реформування форм власності й приватизації; формування багатоукладної економіки за провідної ролі приватної власності; зовнішньоекономічної діяльності принаймні у розрізі трьох основних етапів. Наразі, такими стратегічними пріоритетами для інституційного механізму аграрного сектору є конструктивне забезпечення земельної реформи, продовольчої безпеки й адміністративно-територіальної реформи на селі. У відповідності до цього зроблено висновки, що складники та стратегічні пріоритети розвитку інституційного механізму мають охоплювати моніторинг, державний контроль та регулювання ринку землі, раціональне ресурсокористування в інтересах всього суспільства; забезпечення справедливої конкуренції великих, малих і дрібних товаровиробників, антимонопольні заходи й деконцентрацію та диверсифікацію виробництва, обмеження не конструктивної діяльності агрохолдингів та спонукання їх до соціальної відповідальності; досягнення всебічної взаємодії та узгодження інтересів агробізнесу і сільських громад для розвитку інфраструктури сільських територій, ринку праці на селі, підвищення рівня та якості життя сільського населення.

STRATEGIC OBJECTIVES AND PRIORITIES FOR THE DEVELOPMENT OF THE INSTITUTIONAL MECHANISM OF THE AGRICULTURAL SECTOR OF UKRAINE'S ECONOMY TO IMPROVE LAND USE EFFICIENCY, FOOD SECURITY AND ADMINISTRATIVE-TERRITORIAL REFORM IN RURAL AREAS
Summary
The subject of the article is the institutional mechanism of functioning of the agricultural sector of the economy as a fundamental tool and means of managing and regulating its development in the context of agricultural relations, production activities, solving social and environmental problems of agriculture. It is established that its further transformations and substantive and structural changes should provide strategic priorities for further development. In turn, the latter should be aimed at solving problems and challenges that are most acute and important for the agricultural sector. As a result, the article determined that for different historical periods of its development they were also different and concerned: privatization, reform of ownership and privatization; formation of a diversified economy with the leading role of private property; foreign economic activity in at least three main stages. Currently, such strategic priorities for the institutional mechanism of the agricultural sector are the constructive provision of land reform, food security and administrative-territorial reform in rural areas. In accordance with this, it was concluded that the components and strategic priorities of the institutional mechanism should include monitoring, state control and regulation of the land market, rational use of resources in the interests of society as a whole; ensuring fair competition of large, small and small producers, antitrust measures and deconcentration and diversification of production, restricting non-constructive activities of agricultural holdings and encouraging them to social responsibility; achieving comprehensive cooperation and coordination of the interests of agribusiness and rural communities for the development of rural infrastructure, the rural labor market, improving the level and quality of life of the rural population. The processes of decentralization of administration and administrative-territorial reform in general that are taking place in Ukraine already have a significant impact today and are directly proportional to the future development of the agricultural sector. Therefore, modern institutional mechanisms for the development of the agricultural sector should be aimed at ensuring close links and concerted action in the system of "state institutions — agricultural enterprises — local communities." This will help solve the problems of land reform; rational land use and social responsibility of large agribusiness; ensuring food security.
