МОДЕЛЬ УПРАВЛІННЯ ІННОВАЦІЙНИМ ПІДПРИЄМНИЦТВОМ У КОНТЕКСТІ СТРАТЕГІЙ ЛОГІСТИЧНОЇ ТА ФІНАНСОВОЇ ІНФРАСТРУКТУРИ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ В УМОВАХ ПАНДЕМІЇ COVID-19, ДІДЖИТАЛІЗАЦІЇ ТА СТАЛОГО РОЗВИТКУ
Анотація
У статті розглянуто модель управління інноваційним підприємництвом у контексті стратегій логістичної та фінансової інфраструктури національної економіки в умовах пандемії COVID-19, діджиталізації та сталого розвитку. Доведено, що напрями державної підтримки інноваційного підприємництва в контексті стратегій логістичної та фінансової інфраструктури національної економіки в умовах пандемії COVID-19, діджиталізації та сталого розвитку повинні враховувати усталені тенденції в сфері дифузії технологічних і процесових інновацій. Така дифузія визначається як прагнення підприємців реалізувати інноваційні проєкт, у вигляді нового або вдосконаленого продукту або послуги, їх комерціалізації на вітчизняному або зарубіжному ринках. Конкретизовано, що сучасній інституціональній матриці притаманне наростання взаємних претензій науки, бізнесу і держави. До таких претензій віднесено організаційно-управлінські: рутинізація адміністративного управління, бюрократизм, закритість у прийнятті управлінських рішень, консерватизм при розробці або реалізації інноваційної політики, небажання вітчизняної освіти і науки займатися інноваційною діяльністю в контексті стратегій логістичної та фінансової інфраструктури національної економіки в умовах пандемії COVID-19, діджиталізації та сталого розвитку.

Summary
The article considers the model of innovative entrepreneurship management in the context of strategies of logistics and financial infrastructure of the national economy in the context of the COVID-19 pandemic, digitalization and sustainable development. It is proved that the directions of state support of innovative entrepreneurship in the context of logistics and financial infrastructure strategies of the national economy in the context of the COVID-19 pandemic, digitalization and sustainable development should take into account established trends in diffusion of technological and process innovations. Such diffusion is defined as the desire of entrepreneurs to implement innovative projects in the form of new or improved product or service, their commercialization in domestic or foreign markets. It is emphasized that the depth of diffusion is determined depending on the proximity of the economy, which is transformed to the global technological front, which is characterized as an evolutionary-temporal boundary between old and new goods or services, innovative technologies and reformed communication channels between science, education, state, innovative enterprises and infrastructure elements. Such claims include organizational and managerial: routine administrative management, bureaucracy, secrecy in management decisions, conservatism in the development or implementation of innovation policy, reluctance of domestic education and science to engage in innovation in the context of strategies for logistics and financial infrastructure of the national economy. COVID-19, digitalization and sustainable development. It is concluded that in the world and domestic economy inter-institutional interaction is conditioned by the dynamism of innovative development. In this context, an important measure is the formation of territorial ties for the optimal use of shared resources within the institutional matrix. A large number of research institutions and an extensive industrial base will create optimal conditions for the diffusion of innovations in the context of strategies for logistics and financial infrastructure of the national economy in the context of the COVID-19 pandemic, digitalization and sustainable development.
