ФІНАНСОВА САМОСТІЙНІСТЬ МІСЦЕВИХ БЮДЖЕТІВ ЯК ПІДГРУНТЯ ЇХ СТІЙКОСТІ В УМОВАХ БЮДЖЕТНОЇ ДЕЦЕНТРАЛІЗАЦІЇ
Анотація
У статті досліджується важлива складова системи комплексної оцінки фінансової стійкості місцевих бюджетів — фінансова самостійність. Показано, що наслідком поглиблення децентралізації влади в Україні є зростання самостійності місцевого самоврядування з формування місцевих бюджетів, що потребує чіткого дотримання бюджетних правил щодо збалансованості їх доходів і витрат. Сучасні виклики і загрози та поглиблення процесу бюджетної децентралізації у фокусі уваги концентрують питання забезпечення фінансової стійкості місцевих бюджетів у поточному та середньостроковому періоді. Показано, що фінансова стійкість місцевих бюджетів забезпечується наявністю достатніх власних фінансових ресурсів, а також здатністю самостійного, прозорого для громади прийняття рішень органами місцевого самоврядування щодо їх формування і використання. Оцінка фінансової самостійності місцевих бюджетів України впродовж 2015—2020 років свідчить про її зниження в 2020 році. Показано, що фінансова самостійність виступає важливим параметром при оцінюванні фінансової стійкості місцевих бюджетів. Взаємозв'язок фінансової самостійності та фінансової стійкості місцевих бюджетів обумовлюється необхідністю посилення відповідальності за прийняті на місцях рішення та потребує укріплення інституту довіри для зміцнення податкової складової доходів місцевих бюджетів. Окреслено основні проблеми забезпечення фінансової самостійності місцевих бюджетів, як важливої складової їх фінансової стійкості, та заходи, що сприятимуть її подальшому зміцненню.

FINANCIAL INDEPENDENCE OF LOCAL BUDGETS AS A BASIS FOR THEIR SUSTAINABILITY IN THE CONDITIONS OF BUDGET DECENTRALIZATION
Summary
The article examines such the component of the system of comprehensive assessment of financial stability of local budgets — financial independence. It is shown that the consequence of authority decentralization deepening in Ukraine is an increase of local self-government independence in the formation of local budgets, which requires strict compliance with budgetary rules for balancing their revenues and expenditures. Current challenges of exogenous and endogenous nature and deepening the process of budget decentralization focus on ensuring the financial stability of local budgets in the current and medium term. It is shown that local budgets financial stability is ensured by sufficient own financial resources availability, as well as the ability of independent, transparent for the community decision-making on funds formation and use by local authorities and local governments. An assessment of the financial independence of local budgets of Ukraine during 2015—2020. The results of the analysis demonstrate the effectiveness of decentralization reform in Ukraine and at the same time a certain increase in the financial independence of local self-government. Negative endogenous and exogenous factors, primarily the COVID-19 pandemic, have led to a deterioration in local budgets and a decline in their financial independence in 2020. It is shown that financial independence is an important parameter in assessing the financial stability of local budgets. The relationship between financial independence and financial stability of local budgets is due to the need to strengthen responsibility for local decisions and strengthen the institution of trust to strengthen the tax component of local budget revenues. The main problems of ensuring the financial independence of local budgets, as an important component of their financial stability, and measures to further strengthen it are outlined.
