УПРАВЛІННЯ ІННОВАЦІЙНОЮ ЕКОНОМІКОЮ: СТРАТЕГІЧНІ ПІДХОДИ ДО БІЗНЕС-ПРОЦЕСІВ, КАДРОВОГО МЕНЕДЖМЕНТУ ТА КОНКУРЕНТОСПРОМОЖНОСТІ
Анотація
У статті досліджено управління інноваційною економікою, зокрема стратегічні підходи до бізнес-процесів, кадрового менеджменту та конкурентоспроможності. Визначено, що однією з найголовніших цілей визнання пріоритетів розвитку підприємництва в інноваційній економіці є усунення існуючих трансформаційних "провалів" ринку та стимулювання позитивних перетворень у середовищі на макро-, мезо- та мікрорівнях. Вивчення зазначених "провалів", причин та наслідків їх виникнення викликає постійний інтерес для сучасної фундаментальної економічної теорії, прикладних теорій державного регулювання, практичної діяльності держави як центрального економічного регулятора. Враховуючи зазначене, запропоновано карту причинно-наслідкових зв'язків виникнення "провалів", що спричиняють інертний розвиток підприємництва в інноваційній економіці. Запропоновано розглядати державне регулювання інноваційним розвитком підприємництва в контексті теорії темпоральності, що дозволяє відобразити варіативності такого регулювання з позицій синаптичних зв'язків, урахування яких дозволить у подальшому деталізувати оптимальні державні пріоритети розвитку підприємництва. Визначено, що ефективне перетворення середовища розвитку підприємництва головним чином обумовлюється помірним втручанням держави, як центрального економічного регулятора з усунення ринкових "провалів" у середовищі підприємництва. Таке втручання характеризується оптимальним добором параметрів прямого та опосередкованого державного впливу в економіко-часовому просторі, які дозволяють підприємництву повною мірою виконувати свої функції.

MANAGEMENT OF INNOVATIVE ECONOMY: STRATEGIC APPROACHES TO BUSINESS PROCESSES, PERSONNEL MANAGEMENT AND COMPETITIVENESS
Summary
The article examines the management of the innovative economy, in particular strategic approaches to business processes, personnel management and competitiveness. It is determined that one of the main goals of recognizing the priorities of entrepreneurship development in the innovative economy is to eliminate the existing transformational "failures" of the market and stimulate positive changes in the environment at the macro, meso and micro levels. The study of these "failures", the causes and consequences of their occurrence is of constant interest for modern fundamental economic theory, applied theories of state regulation, the practical activities of the state as a central economic regulator. Given the above, a map of the causal links of the "failures" that cause inert development of entrepreneurship in the innovation economy is proposed. It is proposed to consider state regulation of innovative development of entrepreneurship in the context of the theory of temporality, which allows to reflect the variability of such regulation from the standpoint of synaptic connections, which will further detail the optimal state priorities for entrepreneurship. It is determined that the effective transformation of the business development environment is mainly due to moderate state intervention as a central economic regulator to eliminate market "failures" in the business environment. The factors of market "failures" that cause inert development of entrepreneurship in the innovative economy and follow the primary ones include: "failures" in the motivational component of the behavior of business entities; "Failures" in the complementarity of formal and informal institutions that form the institutional matrix of entrepreneurship; "Failures" in the dynamics of network connections between formal institutions; "Failures" in the initial stages of innovation; "Failures" in infrastructure. Such intervention is characterized by the optimal selection of parameters of direct and indirect state influence in the economic and temporal space, which allow business to fully perform its functions.
