МЕТОДИЧНІ АСПЕКТИ ОЦІНЮВАННЯ РЕСУРСНОГО ПОТЕНЦІАЛУ РЕКРЕАЦІЙНОГО ТУРИЗМУ В КОНТЕКСТІ ЄВРОІНТЕГРАЦІЇ УКРАЇНИ
Анотація
У статті проведено огляд літературних джерел щодо методичних засад оцінювання ресурсного потенціалу рекреаційного туризму в контексті Євроінтеграції України. Досліджено теоретичні підходи до оцінювання ресурсного потенціалу України та її регіонів, розглянуто фактори для оцінювання потенціалу туристичної галузі регіону.
Обгрунтовано, що доцільність та необхідність кількісного оцінювання туристичної привабливості на рівні країни, галузі чи певного регіону пояснюються виявленням тих територій, стимулювання розвитку яких приведе до можливості отримання якнайшвидших економічних результатів, тобто сукупності ефектів. Під час оцінювання туристичного потенціалу слід ураховувати всю сукупність внутрішніх (ендогенних) та зовнішніх (екзогенних) факторів, що обумовлюють пріоритети та перспективи розвитку туризму в цьому регіоні території.
Рекомендовано розробити та застосовувати комплексний та системний метод оцінювання та визначення критеріїв оцінки ресурсного потенціалу рекреаційно-туристичних територій України. Визначено, що головним завданням для розвитку галузі рекреаційного туризму є визначення ефективних методичних засад щодо оцінки ресурсного потенціалу рекреаційно-туристичних територій задля забезпечення збалансованого розвитку території в гармонії з природою та збереженням природних ресурсів.
Досвід розвитку провідних країн світу показує, що конкурентоспроможність економіки можна підняти тільки шляхом переходу до інноваційної моделі розвитку, кінцева мета впровадження якої полягає в підвищенні добробуту населення за рахунок прискорення економічного зростання. Інноваційна складова є вагомим інструментом підвищення рекреаційного потенціалу регіону та максимізації отриманого економічного, соціального та еколого-відновлювального ефектів рекреантами.
Доведено, що на шляху євроінтеграції України та досягнення вищенаведених завдань, доцільним є визначення і формування дієвих методів оцінювання ресурсного потенціалу території та в подальшому запровадження дієвих управлінських рішень у галузі рекреаційного туризму, що дозволить покращити економічну та екологічну ситуацію в країні та зможе вивести її на міжнародну арену як конкурентноспроможного гравця.

METHODICAL ASPECTS OF ASSESSING THE RESOURCE POTENTIAL OF RECREATIONAL TOURISM IN THE CONTEXT OF UKRAINE'S EUROPEAN INTEGRATION
Summary
The article reviews the literature on the methodological framework for assessing the resource potential of recreational tourism in the context of Ukraine's European integration. Theoretical approaches to assessing the resource potential of Ukraine and its regions are studied, the factors for assessing the potential of the tourism industry of the region are considered.
It is substantiated that the expediency and necessity of quantitative assessment of tourist attractiveness at the level of a country, industry or a certain region are explained by identifying those areas whose development stimulation will lead to the possibility of obtaining the fastest economic results, ie set of effects. When assessing the tourist potential should take into account the whole set of internal (endogenous) and external (exogenous) factors that determine the priorities and prospects for tourism development in this region.
It is recommended to develop and apply a comprehensive and systematic method of assessment and determination of criteria for assessing the resource potential of recreational and tourist areas of Ukraine. It is determined that the main task for the development of recreational tourism is to determine effective methodological principles for assessing the resource potential of recreational and tourist areas to ensure balanced development of the territory in harmony with nature and conservation of natural resources.
The experience of the world's leading countries shows that the competitiveness of the economy can be raised only by moving to an innovative model of development, the ultimate goal of which is to improve the welfare of the population by accelerating economic growth. The innovative component is an important tool to increase the recreational potential of the region and maximize the economic, social and environmental effects of vacationers.
It is proved that on the way of Ukraine's European integration and achievement of the above-stated tasks, it is expedient to define and form effective methods of estimating the resource potential of the territory and further implementation of effective management decisions in the field of recreational tourism. arena as a competitive player.
