БЮДЖЕТНА ПОЛІТИКА ЕКОНОМІЧНОГО РОЗВИТКУ
Анотація
У статті показано, що сутність бюджету полягає в фінансово-економічних відносинах, що виникають з приводу перерозподілу частини сукупного валового внутрішнього продукту, з метою формування та використання фінансових ресурсів держави. На основі дослідження теоретичних засад програмно-цільового методу розкрито його економічну сутність в якості інструменту планування видатків бюджету, спрямованого на формування показників видаткової частини бюджету за програмами на довго- і середньостроковий період з метою отримання соціально значущого результату у певній галузі згідно із стратегічними напрямами політики соціально-економічного розвитку країни та забезпечення ефективного використання бюджетних коштів. Визначено, що держава, регулюючи ці макроекономічні показники, впливає на обсяги сукупного попиту та пропозиції, темпи перерозподілу валового національного продукту. Важливим завданням бюджетної політики є забезпечення динамічної рівноваги сукупного попиту та пропозиції. Доцільним є використання певних обмежувальних правил із встановленням індикативних значень макроекономічних показників, у тому числі рівня дефіциту бюджету, державного боргу. Залежно від поставленої мети, бюджетна політика направлена на досягнення макроекономічної стабілізації, стимулювання збалансованого економічного розвитку. Потребується подальша оптимізація головних розпорядників коштів та кількості бюджетних програм для планування та виконання програм, тільки тих, які відносяться до основних функцій та завдань головного розпорядника коштів. Важливою функцією держави є досягнення стійкості, динамічності та збалансованості процесів економічного зростання, при врахуванні характеристик сталого суспільного розвитку. У сучасних умовах розвитку доцільним є посилення ступеня взаємоузгодженості результатів діяльності головного розпорядника коштів із бюджетним плануванням. Застосування у бюджетному процесі даних щодо результативності програм, як дієвого інструменту підвищення ефективності бюджетної політики, сприятиме переходу до фінансування за принципом виконання бюджетними установами завдань відповідно до пріоритетів розвитку галузі. Вагомим є здійснення моніторингу бюджетних програм з метою визначення стану її виконання, відповідних заходів, спрямованих на підвищення рівня ефективності бюджетних програм.

BUDGET POLICY OF ECONOMIC DEVELOPMENT
Summary
The article shows that the essence of the budget is the financial and economic relations arising from the redistribution of part of the gross domestic product, in order to form and use the financial resources of the state. Based on the study of the theoretical foundations of the program-target method revealed its economic essence as a tool for planning budget expenditures, aimed at forming indicators of budget expenditures for long— and medium-term programs in order to obtain socially significant results in a particular area. -economic development of the country and ensuring the efficient use of budget funds. It is determined that the state regulating these macroeconomic indicators affects the volume of aggregate supply and demand, the rate of redistribution of gross national product. An important task of fiscal policy is to ensure a dynamic balance of aggregate supply and demand. It is advisable to use certain restrictive rules with the establishment of indicative values of macroeconomic indicators, including the level of budget deficit, public debt. Depending on the set goal, budget policy is aimed at achieving macroeconomic stabilization, stimulating balanced economic development. Further optimization of the main spending units and the number of budget programs for planning and implementation of programs, only those that relate to the main functions and tasks of the main spending unit, is required. An important function of the state is to achieve stability, dynamism and balance of economic growth, taking into account the characteristics of sustainable social development. In modern conditions of development it is expedient to strengthen the degree of coherence of the results of the main spending unit with budget planning. The use of data on the effectiveness of programs in the budget process, as an effective tool for improving the effectiveness of fiscal policy, will facilitate the transition to funding on the principle performance of budgetary institutions in accordance with the priorities of the industry. It is important to monitor budget programs in order to determine the status of its implementation, appropriate measures to improve the effectiveness of budget programs.
