ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ РЕГІОНУ
Анотація
Статтю присвячено проблемі забезпечення економічної безпеки регіону. Вона привертає значну увагу в останні роки, бо українська економіка розвивається під тиском серйозних криз. Розглянуто основні передумови, що зумовили актуалізацію звернення до питань розвитку регіонів. Серед них зазначено, що успіх проведення економічних реформ в Україні багато в чому залежить від того, які пріоритети довгострокової стратегії будуть реалізовані у реальному секторі економіки. Велике значення, на думку автора, також має оздоровлення економіки та продумана соціальна політика. Неабияку роль у цих умовах набуває управління регіональною економікою у зв'язку з поступовою децентралізацією. Проаналізовано наукову літературу з обраної теми. Відмічено, що більшість дослідників підтримує тезу про те, що існує чітка закономірність у тому, що ефективна економічна система дозволяє досягти більш високого рівня економічної безпеки. Здійснено аналіз проблеми локалізації розвитку регіонів. Відзначено, що не всі регіони однаково здатні досягти успіху в глобальному конкурентному середовищі. Насправді знання та інноваційна діяльність вимагають сприятливого середовища, щоб зробити можливим позитивний зворотний зв'язок та взаємодію бізнесу із органами влади. Досліджено досвід регіонального планування. Доведено, що воно є напрочуд ефективним інструментом, котрий може надати чітке і практичне бачення розвитку регіону, включаючи узгодження пріоритетів зацікавлених сторін, що сприяє розширенню співпраці у досягненні цілей. Планування забезпечує зв'язок між можливостями регіону та розробкою рішень для встановлення шляху до стратегічних цілей. У висновках обгрунтовано тезу, що основою регіонального розвитку є 5 основних рушіїв: 1) людський капітал; 2) економічно стійкі громади та приріст населення; 3) доступ до міжнародних, національних та регіональних ринків; 4) порівняльні переваги та конкурентоспроможність бізнесу; 5) ефективне міжгалузеве та міжурядове партнерство. Автор висловив думку, що для реалізації принципів регіонального планування розвитку регіонів необхідно вивчити наявні проблеми, адекватно оцінити можливості того чи іншого регіону. Можливості подібного аналізу можуть стати предметом майбутніх наукових розвідок.

ENSURING THE ECONOMIC SECURITY OF THE REGION
Summary
The article is devoted to the problem of ensuring the economic security of the region. It has attracted considerable attention in recent years, as the Ukrainian economy is developing under the pressure of serious crises. The main preconditions that led to the actualization of the appeal to the issues of regional development are considered. Among them, it is noted that the success of economic reforms in Ukraine largely depends on what priorities of the long-term strategy will be implemented in the real sector of the economy. According to the author, economic recovery and well-thought-out social policy are also important. In these conditions, the management of the regional economy plays an important role in connection with the gradual decentralization. The scientific literature on the chosen topic is analyzed. It is noted that most researchers support the thesis that there is a clear pattern that an effective economic system allows to achieve a higher level of economic security. The analysis of the problem of localization of regional development is carried out. It is noted that not all regions are equally capable of success in a globally competitive environment. In fact, knowledge and innovation require a supportive environment to enable positive feedback and business interaction with government. The experience of regional planning is studied. It has been proven to be a surprisingly effective tool that can provide a clear and practical vision of the region's development, including the coordination of stakeholder priorities, which contributes to enhanced cooperation in achieving goals. Planning provides a link between the region's capabilities and the development of solutions to pave the way for strategic goals. The conclusions substantiate the thesis that the basis of regional development are 5 main drivers: 1) human capital; 2) economically stable communities and population growth; 3) access to international, national and regional markets; 4) comparative advantages and competitiveness of business; 5) effective intersectoral and intergovernmental partnership. The author expressed the opinion that in order to implement the principles of regional planning of regional development it is necessary to study the existing problems, to adequately assess the capabilities of a particular region. The possibilities of such an analysis may be the subject of future scientific research.
