УПРАВЛІННЯ РИНКОМ ПРАЦІ: РЕГІОНАЛЬНИЙ АСПЕКТ

Анотація

У статті розглянуто тенденції на ринку праці та зайнятості населення, досліджено демографічний стан, з'ясовано вплив демографічних чинників на зайнятість населення, проаналізовано динаміку чисельності постійного та зайнятого населення України на підставі порівняння базисних темпів зростання/зменшення, здійснено аналіз структури зайнятого населення.
Розглянуто особливості формування і функціонування ринку паці в умовах карантину. Визначено рівень безробіття та основні чинники, що його посилюють.
Проаналізовано роботу служби зайнятості регіону. Встановленно кількість працевлаштованих за сприяння служби зайнятості Тернопільщини та вказані умови і кількість громадян, які отримали допомогу по безробіттю.
Вказано на необхідність розроблення державної підтримки зайнятості населення в короткостроковій перспективі. Обгрунтовано основні напрями вирішення проблем подолання безробіття і зростання зайнятості населення.

LABOR MARKET AND EMPLOYMENT OF THE POPULATION: REGIONAL ASPECT

Summary

The article, based on the state statistical reporting of Ukraine, considers trends in the labor market, examines the demographic situation in Ukraine, clarifies the impact of demographic factors on employment, analyzes the dynamics of permanent and employed population of Ukraine based on a comparison of basic growth / decrease rates. analysis of the employed population.
An analysis of the dynamics and level of unemployment in Ukraine and the region, the main causes of unemployment, the trends of imbalance between labor supply and demand on the basis of indicators of the workload of the unemployed per vacancy. Equalization of the dynamic number of unemployed is carried out.
The level of unemployment in Ukraine and the region, which began to grow rapidly in April 2020, is described. At the same time, the scale of the impact of the COVID-19 pandemic on the development of the situation on the Ukrainian labor market largely depends on the complexity of various industries and sectors of the economy, their suitability for remote forms of organization of their activities. It has been established which categories of workers have suffered the most from the COVID-19 epidemic.
The work of the employment service of Ternopil region is analyzed and the number of able-bodied population who were employed is revealed. The number of current vacancies that were in the regional labor market is indicated. The number of people who received unemployment benefits in 2020 is also shown.
It is pointed out that it is necessary to develop a state employment policy in the shortest possible time. It is justified that in order to solve the problem of unemployment, the state can stimulate private business and state-owned companies so that they do not cut people or even expand the recruitment of labor and expand employment opportunities. The implementation of this policy depends on the amount of funds needed by the economy to go to the infrastructure projects sector, the public finance sector and public procurement. Thus, the state can stimulate demand. There is nothing in the world but to stimulate consumption and economic growth. It is these tools that promote employment.
