КОНЦЕПТУАЛЬНІ ЗАСАДИ ОРГАНІЗАЦІЇ СИСТЕМИ АНТИКРИЗОВОГО УПРАВЛІННЯ ПІДПРИЄМСТВОМ В УМОВАХ МАКРОЕКОНОМІЧНОЇ НЕСТАБІЛЬНОСТІ
Анотація
У статті обгрунтовано концептуальні засади організації системи антикризового управління підприємством. Встановлено, що економічні кризи — це цілком об'єктивна закономірність для будь-якої господарської діяльності. З'ясовано, що банкрутства підприємств — це не випадкові явища, а певна закономірність в економіці розвинених країн формування повноцінної системи антикризового управління підприємством є невід'ємною складовою його стабільного функціонування та розвитку, незалежно від поточного стану, оскільки така система надає можливість підприємству оперативно елімінувати існуючі загрози та формувати стратегію протидії ним на довгострокову перспективу. Системі антикризового управління підприємством, як і будь якій іншій системі, притаманні відповідні їй об'єкт та суб'єкти управління. Обгрунтовано завдання функціонування системи антикризового управління підприємством. До головних принципів системи антикризового управління підприємством віднесено принципи: системності, комплексності, безперервності, адекватності, керованості та структурованості управління, оптимізації та інноваційності. Виокремлено загальні функції системи антикризового управління підприємством, до яких відносяться: планування, організування, координування, мотивування, регулювання та контролювання. До специфічних функцій системи антикризового управління підприємством віднесено функції: діагностичну, стабілізаційну, індикативну, моніторингову, превентивну та мобілізаційну.

CONCEPTUAL PRINCIPLES OF ORGANIZATION OF THE SYSTEM OF ANTI-CRISIS MANAGEMENT OF THE ENTERPRISE
Summary
The article substantiates the conceptual principles of the organization of the crisis management system of the enterprise. It has been established that economic crises are a completely objective regularity for any economic activity. It was found that corporate bankruptcies are not accidental phenomena, but a certain pattern in the economy of developed countries, the formation of a full-fledged system of crisis management is an integral part of its stable operation and development, regardless of the current state, as this system allows the company to quickly eliminate existing threats and formulate a strategy to counter them in the long run. The system of anti-crisis management of the enterprise as well as any other system has its corresponding object and subjects of management.
It is substantiated that the functioning of the anti-crisis management system of the enterprise involves ensuring the implementation of the following tasks: the organization of effective crisis forecasting processes and ensuring appropriate measures for its timely prevention; operational diagnostics and adjustment of the system of continuous monitoring of the state of functional systems of the enterprise; avoidance and timely taking measures to reduce the risk of loss of solvency of the enterprise; identification of potential sources of attracting additional financial resources, as part of optimization measures to balance the structural parameters of the capital of the enterprise; development of contractual and partnership relations with contractors; implementation of receivables management measures; monitoring the timeliness of execution or restructuring of debt obligations of the enterprise; formation of a system of resource provision for crisis management; evaluation of the effectiveness of the implementation of anti-crisis measures and the functioning of the system as a whole. The main principles of the crisis management system of the enterprise include the principles of: system, complexity, continuity, adequacy, manageability and structure of management, optimization and innovation. The general functions of the anti-crisis management system of the enterprise are singled out, which include: planning, organization, coordination, motivation, regulation and control. The specific functions of the anti-crisis management system of the enterprise include functions: diagnostic, stabilization, indicative, monitoring, preventive and mobilization.
