МЕТОДОЛОГІЧНІ ОСНОВИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ

Анотація

Проблема інституційних основ і особливостей державного регулювання сільського розвитку, вивчення факторів, які безпосередньо впливають на галузь нині, мають особливу новизну і актуальність для економічної науки. Очевидно, що це все робить питання регулювання розвитку сільських територій актуальним у контексті забезпечення стабільного економічного розвитку ринків, економічного зростання та фінансової стабільності, покращення добробуту сільських районів. Держава бере на себе свої обов'язки за допомогою різних методів державного регулювання. Державне регулювання економіки є однією з основних форм участі держави в національній економіці, коли державні органи використовують законодавчі та адміністративні методи розподілу доходів та ресурсів, темпів зростання та рівня життя. Сьогодні система державної участі в модернізації сільського розвитку здійснюється спонтанно, не має системного характеру. Основні недоліки — це відсутність юридичної легітимності більшості прогнозів, проблемний характер фінансових взаємин, несвоєчасність, а також некоректність зобов'язань.

METHODOLOGICAL BASES OF STATE REGULATION

Summary

The problem of institutional foundations and features of state regulation of rural development, the study of factors directly affecting the industry in this period has a special novelty and relevance for economics. Obviously, all this highlights the problem of finding ways to improve methods of state regulation of rural development at the state, regions, enterprises in the context of ensuring stable economic development of the market, economic growth and financial stability, improving the welfare of the rural population. The state assumes its responsibilities through various methods of state regulation. State regulation of the economy is one of the main forms of state participation in the national economy, including influencing the main stages of the process of distribution of income and resources, growth rates, living standards, for which state institutions use executive, legislative and control methods. Today, the system of state participation in the modernization of rural development is carried out spontaneously, has no systemic nature. The main shortcomings are the lack of legal legitimacy of most forecasts, the problematic nature of financial relations, lateness, and incorrect commitments. It is the state that creates the conditions for the development of the foundations of a market economy: free enterprise and fair competition. In the modern market economy, the state has become the main brain center that regulates the formation of the market environment and provides dynamism and sustainability of economic growth. It is obvious that while maintaining the basic principles of state regulation, the forms and methods of state influence on economic processes have changed significantly. The experience of industrialized and newly industrialized countries shows a long evolution of the policy of state intervention: from rigid intervention to liberal monetarism, to the creation of mechanisms of self-regulation in the form of socio-economic targeted programs. State institutions are only obliged to increase the quality of the legal framework for business management, to remove uncivilized methods of cooperation with the enterprise, to reduce the level of administrative capital. The problem of economic growth, as well as the problem of economic development of the country, is quite controversial. But it is important that growth and positive development dynamics are sustainable. This is better than the process of decay and degradation. It is also important that every citizen of Ukraine feels the positive impact of the country's economic growth.
