СТРАТЕГІЧНЕ ПЛАНУВАННЯ ВИКОРИСТАННЯ ЗЕМЕЛЬ
Анотація
Статтю присвячено сучасним стратегіям до планування використання земель, яке орієнтоване на доцільність, збалансованість користування благами землі. Сучасна система планування використання земель є недостатньо скоординованою та потребує врегулювання в досягненні позитивного результату на засадах високої економічної ефективності. Наголошено на необхідність дотримання вимог екологічної безпеки в системі стратегічного планування землекористування та охорони земель. Запропоновано здійснити перегляд розподілу функцій на різних рівнях і різних ланках влади на засадах концептуальних орієнтирів і пріоритетів стратегічного планування використання земель. Організаційна частина механізму стратегічного планування використання земель включає організаційно-адміністративні методи управління. Акцентовано увагу на тому, що частина функцій управління повинна належати до компетенції центральних органів влади, а інша — до компетенції органів місцевого самоврядування.

STRATEGIC LAND USE PLANNING
Summary
The article is devoted to modern strategies for land use planning. Strategic land use planning is one of the important sciences required for people who use or enjoy the benefits of land and work in this field. Existing land use planning mechanisms have lost their relevance. In this context, the creation of a highly effective land use planning mechanism is now becoming increasingly important, as the country needs to adapt to changes in both domestic and foreign policy processes, and as a result needs to address a range of issues, including the formation of effective mechanisms of public administration in the field of regulation of land resources of the country in the main areas: use, protection and circulation of agricultural land. Institutional support today is clearly insufficient. Scientific principles of complex strategic planning of land use are implemented on the logistics of creation, operation and development of organizational and legal mechanism for improving land use on the basis of ecological and economic potential and their preservation. Therefore, in principle, it is necessary to focus on the generalization of scientific theoretical and methodological developments in order to provide a sound system of knowledge in the field of land management. The modern system of land use planning is insufficiently balanced and does not provide a positive result in achieving high economic efficiency and environmental safety in land protection and land use. The priorities of management in the field of use and reproduction of productivity of state-owned agricultural lands are recognized as ensuring the implementation of measures for land protection, preservation and reproduction of soil fertility. According to the concept of sustainable development, the scientific principles in the field of use and reproduction of productivity of agricultural lands of state property and their disposal are defined. Some tasks of this concept are to prevent soil degradation processes, increase soil fertility, as well as to rehabilitate disturbed lands. Therefore, it is proposed to review on a systematic basis the conceptual guidelines and priorities for the distribution of strategic land use planning functions at different levels and at different levels of government. The organizational part of the mechanism of strategic planning of land use includes organizational and administrative management methods. Part of the management functions should belong to the competence of central authorities, part — to the competence of local governments.
