НАПРЯМИ ДЕРЖАВНОЇ ПІДТРИМКИ СІЛЬСЬКОГОСПОДАРСЬКИХ ПІДПРИЄМСТВ
Анотація
У статті визначено організаційно-економічні критерії державної підтримки сільськогосподарських підприємств, що не суперечать правилам її надання згідно з вимогами Світової організації торгівлі, досліджено особливості політики підтримки сільськогосподарських товаровиробників у контексті підвищення їх конкурентоспроможності. Акцентовано увагу на вимогах та рекомендаціях Світової організації торгівлі щодо застосування заходів державної підтримки сільського господарства, які розподілено на "жовту", "зелену", "блакитну" скриньку. Виявлено, що державна підтримка повинна бути однаковою, стабільною, прозорою, адресною, рівноправною, рівнодоступною для всіх сільськогосподарських підприємств незалежно від організаційно-правових форм, масштабів та видів діяльності. Значну увагу приділено процесам пошуку та удосконалення напрямів державної підтримки сільськогосподарських підприємств як одного із визначальних чинників забезпечення їх конкурентоспроможності в майбутньому.

THE AREAS OF STATE SUPPORT FOR AGRICULTURAL ENTERPRISES
Summary
The issues of improving the efficiency of state support for agricultural producers in the context of the globalized challenges are the topical issues in the field of state regulation of agriculture. The national policy in the field of agricultural support should not only be effective in terms of economic and social efficiency, but also stimulate the formation of Ukraine as an agrarian state. Therefore, such an instrument of influencing the development of economic entities as an effective policy to support agriculture is currently playing an increasingly important role. Ukraine's accession to the WTO and other international economic organizations and the emergence of certain problems with ensuring the appropriate level of competitiveness of agricultural enterprises and their products necessitates the development of an appropriate the mechanism of state support aimed at improving the reproductive capacity of these enterprises. The need for state support and stimulation of agro-industrial production is caused by the objective features of its functioning. The state support should be the same, stable, transparent, targeted, equal, equally accessible to all agricultural enterprises, regardless of the organizational and legal forms, scale and types of activity, etc. The strategic vector of the state support of agricultural enterprises in the direction of ensuring the efficiency of activities should be the support of measures to protect and restore soil fertility, optimize the structure of sown areas, taking into account the requirements of environmental safety. An important result of these measures is the improvement of the environment, the concentration of production resources on a large area of agricultural land. All this will increase the efficiency of their use and reproduction. Further research should focus on creating an effective competitive environment for highly marketable agricultural enterprises, and public policy should be aimed at financing green box programs that do not directly affect the production volumes and pricing. The considerable attention is paid to the processes of finding and improving the areas of state support for agricultural enterprises as one of the determining factors in ensuring their competitiveness in the future.
