КОНЦЕПЦІЯ ДЕРЖАВНОЇ ПРОГРАМИ РОЗВИТКУ ЗЕМЕЛЬНИХ ВІДНОСИН В УКРАЇНІ НА ПЕРІОД ДО 2030 РОКУ
Анотація
В України з кожним роком все більше починають приділяти уваги проблемам земельних відносин, невід'ємною важливою складовою яких є сільськогосподарське та природоохоронне землекористування. Адже ефективне використання земель забезпечить безпеку та незалежність країни й загалом — суспільний добробут. Оскільки специфічність її використання полягає в тому, що вона відіграє роль — території країни, головної державоутврюючої складової (національна безпека); всезагального просторового базису, що постійно підтримується за рахунок певного співвідношення категорій земель і типів землекористування (просторова); головного засобу виробництва в сільському і лісовому господарстві (продовольча); основного компонента природи (екологічна); джерело водних, мінеральних, лісових, рекреаційних та інших ресурсів (економічна безпека). Саме тому, у досліджені авторами проаналізовано основні негативні чинники, які безпосередньо впливають на розвиток земельних відносин в Україні. Встановлено, що до сьогодні в Україні відсутній стратегічний документ, який би визначав державну земельну політику на перспективу. Відзначено три варіанти вирішення проблеми розвитку земельних відносин. Констатовано, що для ефективного розвитку земельних відносин потрібне повноцінне організаційне, правове, землевпорядне та фінансове забезпечення, розробку якого необхідно втілювати через державні програми розвитку. В результаті авторами відзначено основні напрямами розвитку земельних відносин на період до 2030 року. Зокрема щодо визначення моделі економічно та соціально орієнтованого і екологічно безпечного земельного устрою (ладу) України та її регіонів; встановлення пріоритету розвитку землевпорядного територіального планування інвестиційно-привабливого і екологічно безпечного землекористування, особливо сільських територій; удосконалення системи прав власності на землю, особливо державної та комунальної; розроблення Стратегії розвитку відносин власності на землю та інші природні ресурси й інших напрямів. Реалізація ефективної програми дій, дозволить позбутись екологічних, економічних та соціальних проблем у земельних відносинах, покращить економічні показники, а також забезпечить ефективний початок ринку земель сільськогосподарського призначення та загалом підвищить суспільний добробут країни. Оскільки Концепція Державної програми розвитку земельних відносин на період до 2030 року сприятиме також прийняттю Програми Державної цільової програми розвитку земельних відносин в Україні.

CONCEPT OF THE STATE PROGRAM FOR THE DEVELOPMENT OF LAND RELATIONS IN UKRAINE FOR THE PERIOD UNTIL 2030
Summary
In Ukraine, every year more and more attention is paid to the problems of land relations, an integral part of which is agricultural and environmental land use. After all, the efficient use of land will ensure the security and independence of the country and in general — public welfare. Since the specificity of its use lies in the fact that it plays a role of the territory of the country, the main state-forming component (national security); universal spatial basis, which is constantly maintained due to a certain ratio of land categories and types of land use (spatial); the main means of production in agriculture and forestry (food); the main component of nature (ecological); source of water, minerals, forests, recreational and other resources (economic security). That is why the authors analyzed the main negative factors that directly affect the development of land relations in Ukraine. It is established that to date in Ukraine there is no strategic document that would determine the state land policy for the future. There are three options for solving the problem of land relations. It is stated that the effective development of land relations requires a full organizational, legal, land management and financial support, the development of which must be implemented through state development programs. As a result, the authors noted the main directions of development of land relations for the period up to 2030. In particular, to determine the model of economically and socially oriented and ecologically safe land management (system) of Ukraine and its regions; establishing the priority of development of land management territorial planning of investment-attractive and ecologically safe land use, especially in rural areas; improving the system of land ownership, especially state and communal; development of the Strategy for the development of ownership of land and other natural resources and others. Implementation of an effective program of action will eliminate environmental, economic and social problems in land relations, improve economic performance, as well as ensure the effective start of the agricultural land market and increase the overall welfare of the country. As the Concept of the State program of development of land relations for the period till 2030 will promote also acceptance of the State Target Program of Development of Land Relations in Ukraine.
