ЦИФРОВІЗАЦІЯ АГРАРНОГО СЕКТОРУ В УМОВАХ ВІДКРИТТЯ РИНКУ ЗЕМЛІ В УКРАЇНІ
Анотація
Статтю присвячено проблемам цифровізації агросектору в умовах відкриття ринку землі. Проаналізовано історію формування українського ринку землі та основні засади профільного закону, що регулює обіг земель сільськогосподарського призначення. Проведено діагностування потенційних наслідків зняття мораторію на купівлю-продаж земель сільськoгoспoдарськoгo призначення та відкриття ринку землі в Україні. Здійснено оцінку сучасного стану агросектору та охарактеризовані чинники, які гальмують процес його інформатизації. Розкрито сутність поняття "цифровізація" та необхідність її проведення. Обгрунтовано вигоди від застосування інформаційних технологій у вітчизняному агросекторі. Доведено, що цифровізація повинна сприяти появі нових виробництв та розвинути інноваційне підприємництво у цій сфері. Визначено перспективи розвитку агросектору в нових умовах цифровізації й продовження структурних трансформацій в економіці України.

DIGITALIZATION OF THE AGRICULTURAL SECTOR IN THE CONDITIONS OF OPENING THE LAND MARKET IN UKRAINE
Summary
The article is devoted to the study of digitalization of the agricultural sector in the context of opening up of the land market in Ukraine. The history of formation of the Ukrainian land market is traced, the basic principles of the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Circulation of Agricultural Lands" are analyzed, the diagnostics of the prospects of lifting the moratorium on the purchase and sale of agricultural lands and opening of the land market in Ukraine is carried out. The current state of the agricultural sector is evaluated and the factors that inhibit the process of informatization of the agricultural sector of the economy are characterized. The essence of the concept of "digitalization" and the need to move to it are revealed. The benefits of using innovative digital technologies in the agricultural sector are identified. The prospects for the development of the agricultural sector of the Ukrainian economy under the conditions of the application of digital technologies in it are determined. The article is focused on the role of digitalization in the agricultural industry. The data on the stages of digitalisation of the Ukrainian economy is provided and the current state programs for intensifying the development of the industry with the help of innovative technologies are described in detail. The paper shows that the digital ecosystem is based on the functioning of a complex of electronic platforms that combine both the full range of data on the dynamics of development and the potential of each sector of the agroindustrial complex. The vector of innovative development of the agroindustrial complex with the use of digital technologies can be realized with a comprehensive approach to the informatization of the economy. It is necessary to change the education system of highly specialized personnel in the agricultural sector, adjust the directions of scientific research and create a comfortable social infrastructure for the transformation of agriculture. This complex of measures is possible provided that the agricultural sector is developing towards the intensifying production and not through the involvement of more natural resources.
