РОЛЬ ОРГАНІЗАЦІЙ ГРОМАДЯНСЬКОГО СУСПІЛЬСТВА В РОЗВИТКУ СІЛЬСЬКИХ ТЕРИТОРІЙ

Анотація

У статті розглянуто особливості участі громадянського суспільства в місцевому розвитку з врахуванням світових тенденцій. Обгрунтовано необхідність самоорганізації сільських жителів в різні формальні та неформальні організації громадянського суспільства заради вирішення проблем життєдіяльності на рівні громади. Охарактеризовано основні ролі організацій громадянського суспільства в місцевому розвитку: надання послуг, адвокаційну (захисну), наглядову, мотиваційну, участь у міжнародних громадських об'єднаннях.
Дано оцінку рівню розвитку громадянського суспільства в Україні. Проаналізовано динаміку громадських організацій. Охарактеризовано рівні громадського залучення населення до діяльності організацій громадянського суспільства залежно від місця проживання. Виявлено дещо вищу громадську активність сільських жителів у порівнянні з міськими. Відзначено тенденцію до зниження громадської активності населення в Україні. Виявлено таку рису українського соціуму, як небажання офіційно формалізувати свої громадські об'єднання. Більш поширеною практикою є ситуативне об'єднання для вирішення нагальних проблем.
Аргументовано необхідність налагодження партнерства влади, бізнесу та громадських об'єднань як інноваційного шляху сталого розвитку сільських територій.

THE ROLE OF CIVIL SOCIETY ORGANIZATIONS IN THE DEVELOPMENT OF RURAL AREAS

Summary

The article considers the features of civil society participation in local development according to the global trends. It is substantiated the necessity of self-organization of rural residents into various formal and informal civil society organizations in order to solve the problems of life at the community level in the process of decentralization. The main roles of civil society organizations in local rural development are described: provision of services, advocacy (protective), supervisory, motivational, participation in international public associations.
It is given an assessment of the level of civil society development in Ukraine. The dynamics of public organizations development is analyzed. The levels of public involvement of the population in the activities of civil society organizations depends to the place of residence are characterized. There was find a slightly higher social activity of rural residents compared to urban ones. It was defined a tendency to reduce public activity in Ukraine in the article. Also it was revealed such feature of Ukrainian society as the unwillingness to formalize their self-organized associations in order to achieve common goals because of requiring additional efforts according to the burocratic requirements. A more common practice is a situational association for the repair of local houses of culture, kindergartens, schools, bus stops, street paving etc.
Public associations in rural areas are more propensity to protest activities. Although it is worth noting the increase in the number of officialy formalized associations specially to take an active part in fundraising and grant competitions.
The need to establish a partnership between government, business and public associations as an innovative way of sustainable development of rural areas is argued. It was found that establishing close cooperation between government, business and civil society organizations requires appropriate institutional capacity, adequate resources and a high level of professionalism.
