АГРОСТРАХУВАННЯ В УМОВАХ ЗМІНИ КЛІМАТУ

Анотація

Проведено дослідження особливостей агрострахування в умовах зміни клімату в зарубіжних країнах та в Україні. З'ясовано, що в зарубіжній практиці страхування відіграє важливу роль для мінімізації ризиків аграріїв, пов'язаних зі зміною клімату та характеризується наявністю різних видів страхових продуктів. Водночас значну роль у розвитку такого виду страхування в зарубіжних країнах відіграє держава. Встановлено, що попри те, що сільськогосподарське страхування є найважливішим методом зниженням втрат від кліматичних змін та, попри значну потребу в такому захисті, в Україні зроблені лише перші кроки щодо розвитку такого виду страхування. Запропоновано комплекс заходів щодо формування збалансованої моделі страхування агрострахування в умовах зміни клімату в Україні.

AGRICULTURAL INSURANCE IN THE CONDITIONS OF CLIMATE CHANGE

Summary

A study of the features of agricultural insurance in the situation of climate change in foreign countries and in Ukraine. It has been established that in foreign practice insurance has an important role to minimize the risks of farmers associated with climate change and is characterized by the presence of various types of insurance products. The features of insurance of agricultural risks caused by global climate change in foreign countries are identified. It has been established that the range of agricultural insurance products offered in different countries depends from various factors, which including: the desire and ability of the government to subsidize this insurance products; the availability of developed infrastructure for insurance (including regulatory authorities, qualified loss settlement specialists, etc.); the availability of correct information and data available to support underwriting and actuarial analysis. It was found that the government has a significant role in the development of this type of insurance in foreign countries. Significant development in foreign countries gained use of modern technologies in agricultural insurance (space satellites, the use of drones, etc.).
It has been established that despite the fact that agricultural insurance is the most important method of reducing losses from climate changing and, despite the significant need for such protection, in Ukraine only the first steps have been taken to develop this type of insurance. A set of measures is proposed for the formation of a balanced model of agricultural insurance in the context of climate changing in Ukraine: improving the methodology for assessing risks; the formation of the regulatory framework of agricultural insurance activities; expanding the range of insurance products that can be applied to various business entities (large and small farmers); forming a multi-level structure of types and forms of insurance; expanding the list of agricultural risks, including those associated with global climate change; proper staffing of insurance organizations, training of specialists who know the specifics of the industry, interaction with information and consulting services of the agro-industrial complex; the active use of satellite monitoring in setting tariffs, concluding insurance contracts, in settling losses, drawing up forecast values and the like; ensuring free access to hydrometeorological information, information on land monitoring based on satellite data, etc.
