ОСОБЛИВОСТІ ТА РЕЗУЛЬТАТИВНІСТЬ ФІНАНСОВОГО ПЛАНУВАННЯ СУБ'ЄКТІВ ГОСПОДАРЮВАННЯ ДЕРЖАВНОГО СЕКТОРУ ЕКОНОМІКИ УКРАЇНИ
Анотація
У статті аналізуються прагматичні аспекти фінансового планування на підприємствах державного сектору економіки України. На прикладі вибірки підприємств проведено аналіз ключових нормативно-правових, інформаційних та аналітичних засад фінансового планування суб'єктів господарювання державного сектору економіки України. Визначено місце та роль фінансового планування у реалізації загальної стратегії таких підприємств. Встановлено зв'язок між результатами підприємств державного сектору економіки та рівнем ефективності фінансового планування. Розкрито роль фінансового планування у передприватизаційній підготовці таких підприємств до продажу приватним власникам. Детерміновано фактори, які суттєво знижують ефективність фінансового планування на підприємствах державного сектору економіки України. Обгрунтовано рнизку заходів, які дадуть можливість суттєво підвищити рівень фінансового планування на підприємствах державного сектору економіки.

FEATURES AND EFFECTIVENESS OF FINANCIAL PLANNING OF ENTITIES OF UKRAINE'S PUBLIC SECTOR ECONOMY
Summary
The article analyzes pragmatic aspects of financial planning at enterprises of Ukraine's public sector economy. On the basis of sample of enterprises analysis of key regulatory, informational and analytical principles of financial planning of public sector entities in Ukraine is made. The place and role of financial planning in implementation of overall strategy of such enterprises is determined. The correlation between results of public sector economy enterprises and level of financial planning efficiency is justified. The role of financial planning in the pre-privatization preparation of such enterprises for sale to private owners is disclosed. It is justified that financial planning level is one of the key factors that ultimately affect the results of enterprises and their possible price during privatization process. The factors that significantly reduce the effectiveness of financial planning at enterprises in public sector of Ukraine's economy have been determined. In particular, it has been established that corporate governance model created nowadays actually negates the role of motivational factors for executives in the process of forming and realization of financial plans. It is for these reasons that governing bodies of public sector economy enterprises in general formally approach to the creation of financial plans. It is concluded that regulatory principles proposed by the state significantly limit the use of modern approaches of financial planning at public sector economy enterprises. In, There are numerous cases of information asymmetry during the financial planning at the enterprises thus reducing the relevance of financial plans. A number of measures are justified, which will significantly increase the level of financial planning at enterprises of public sector of economy. In particular, author questions reasonableness of "areas of responsibility" imposed on management bodies within state-owned enterprises in the process of developing and realization of financial plans. In this context, it is necessary to apply modern tools of financial management and controlling.
