ПАРАМЕТРИ СТРУКТУРНОЇ МОДЕРНІЗАЦІЇ РЕГІОНАЛЬНОЇ ЕКОНОМІКИ
Анотація
У статті проаналізовано основні цілі і задачі структурної модернізації регіональної економіки та визначено відповідні напрямки її проведення. Автором окреслено поточне наповнення регіональних економічних відносин та встановлено бажаний їх стан як результат трансформаційних процесів. У результаті вдалося окреслити параметри модернізації регіональних економічних систем та провести аналіз фундаментальних статистичних даних щодо показників інноваційної активності, соціального партнерства та ефективного використання ресурсів. За результатами аналізу виявлено, що початкові етапи модернізації аналізованих систем проходять недостатньо ефективно. Окрім того, конкретизовано перспективні параметри процесу регіональної модернізації, на підставі яких можуть бути здійснені проміжні підсумки ефективності здійснюваних заходів.

PARAMETERS OF STRUCTURAL MODERNIZATION OF REGIONAL ECONOMY
Summary
The regional link of economic systems acts as an interconnecting element between particular economic entities and the country's development strategy: local governments are entrusted with a responsible function — a soft adjustment of the missions of enterprises in accordance with the government's objectives. That is why the structure of the regional economic space must be adequate to the global economic environment while meeting the needs of the population of the territorial unit. In the context of incomplete decentralization processes, the search for ways, ways and parameters of structural modernization of the regional economy becomes especially relevant. The article analyses the main goals and objectives of structural modernization of the regional economy and determines the corresponding directions of its implementation. The author outlines the current nature of regional economic relations and establishes their desired state as a result of transformation processes. To date, the structure of the regional economic space is determined by the peculiarities of the administrative-territorial structure and the realization of functions of local self-government bodies. Accordingly, it will consist of three main blocks: local self-governments, population and economic entities that interact within the country. Post-industrial development involves the transformation of state power into a system of support and development of business and community in an integrated space. In this structure, the functions of the elements and the ways of their interact action are changing: the control and supervision functions must be modified to promote and support socially significant sectors of the economy and the environment; the community changes its role from the consumer to a partner and a resource at the same time. As a result, the parameters of modernization of the regional economic systems were outlined, and fundamental statistics on indicators of innovation activity, social partnership and resource efficiency were analyzed. The results of the analysis revealed that the initial stages of modernization of the analyzed systems are not effective enough.
