ДИВЕРСИФІКАЦІЯ ДІЯЛЬНОСТІ ЯК ОСНОВА РОЗВИТКУ СІЛЬСЬКОГОСПОДАРСЬКИХ КООПЕРАТИВІВ

Анотація

Сільськогосподарська кооперація наразі інтегрує в собі сучасні технології та локальні переваги, створює позитивні екстерналії тісної співпраці та плідного партнерства, є однією з найважливіших умов збереження малих та великих фермерських господарств і їх успішного функціонування. Оскільки сучасні кооперативні формування характеризуються виконанням різних функцій, то, на нашу думку, наразі потребують детального дослідження питання оцінки ефективності діяльності кооперативів з точки зору диверсифікаційного функціоналу та питання зміни ролі сільськогосподарських кооперативів у розвитку сфери сільського господарства та сільських територій.
У статті визначено ключові аспекти диверсифікації і розвитку сільськогосподарської кооперації в регіоні та проведено оцінку ефективності їх впровадження. На основі використання емпіричного аналізу окреслено функції диверсифікаційних елементів у процесі діяльності сільськогосподарських кооперативів та проведено їх класифікацію.
Зазначено, що об'єктивну і чітку ідентифікацію функцій діяльності сільськогосподарських кооперативів у межах сільських територій доцільно використовувати для визначення напрямів державної підтримки кооперації в рамках реалізації місцевих та регіональних програм розвитку сільського господарства та сільських територій. Вказано, що диверсифікація діяльності кооперативних утворень оцінюється безліччю вимірів: соціально-екологічними ефектами; підвищенням культурно-моральної складової населення; якістю продуктів харчування; ефективністю сільськогосподарського виробництва; поліпшенням здоров'я населення і ін. У підсумку зазначено, що диверсифікація діяльності сільськогосподарських кооперативів позитивно впливає на вирішення соціальних і екологічних проблем, як у межах конкретних кооперативних утворень, так і на певній території.
Резюмовано, що ключовим напрямом розвитку кооперації в аграрній сфері України повинен стати процес трансформації сільськогосподарських кооперативів, що безпосередньо пов'язаний із диверсифікацією (багатоаспектністю) їх діяльності.

DIVERSIFICATION OF ACTIVITIES AS A BASIS FOR THE DEVELOPMENT OF AGRICULTURAL COOPERATIVES

Summary

Under the conditions of the ambiguous changes in the environment of agricultural enterprises which, on the one hand, determine the growing demand for agricultural products and the emergence of economic, political and other obstacles to the activities of agricultural producers on the other hand, the problem of the effective functioning of agricultural cooperatives is of great importance.
In the Ukrainian economy, agricultural cooperation integrates modern technologies and local advantages in its activities, creates positive externalities of close cooperation and fruitful partnership and appears to be one of the most important conditions for maintaining an innovative form of production organization (small and large farms) and their successful development. The innovative approach to the research of agricultural cooperation development must take into account the diversity of activities and operation conditions of cooperatives, as well as to combine technological innovations, methodological approaches, research theoretical and practical tools. As modern cooperative entities are characterized by different functions, in our opinion, now there are appear a need in a detailed study of the effectiveness evaluation of cooperatives in terms of diversification functionality and the question of changing the role of agricultural cooperatives in the development of agriculture and rural areas. The actuality and importance of solving these issues led to the choice of topic and formed the purpose and objectives of the study.
The article defines the basic aspects of diversification and development of agricultural cooperatives in the region and evaluates the effectiveness of their implementation. Based on the use of empirical analysis, the functions of diversification elements in the process of activity of agricultural cooperatives are outlined and their classification is carried out. It is noted that it is expedient to use an objective and clear identification of the functions of the activities of agricultural cooperatives within the rural territories in order to determine the directions of state support of the cooperative within the framework of implementation of local and regional programs of development of agriculture and rural territories. It is stated that the diversification of the activity of cooperative entities is estimated by many dimensions: social and environmental effects; increasing the cultural and moral component of the population; quality of food; efficiency of agricultural production; improving the health of citizens, etc. As a result, it is noted that the diversification of the activities of agricultural cooperatives has a positive effect on solving social and environmental problems, both within specific cooperative entities and in a particular territory.
It is summarized that the key direction of development of cooperation in the agricultural sphere of Ukraine should be the process of transformation of agricultural cooperatives, which is directly related to the diversification (multidimensionality) of their activity.
