ПРИЧИНИ НЕОБХІДНОСТІ СТРУКТУРНОЇ МОДЕРНІЗАЦІЇ ЕКОНОМІКИ РЕГІОНІВ УКРАЇНИ

Анотація

У статті обгрунтовуються причини необхідності структурної модернізації економіки регіонів України. З'ясовано, що сучасні суспільно-політичні процеси характеризуються безперервним утворенням та подальшим розширенням інтеграційних зв'язків на всіх рівнях економічної системи, націлених на прискорення розвитку її суб'єктів. Виокремлено проблеми регіонального розвитку України, що зумовлюють структурну модернізацію економіки регіонів. Сучасна регіональна політика повинна базуватися на стратегічних пріоритетних напрямах реформ та модернізації економіки регіонів, спрямовуватися на сталий регіональний розвиток. Обгрунтовано, що регіональний розвиток має базуватися на загальній концепції модернізації економіки та стратегіях модернізації економіки регіонів України. Водночас важливим є налагодження тісної взаємопраці між регіонами для формування нових конкурентоспроможних регіональних утворень, у тому числі субрегіонального рівня. Встановлено, що структурна модернізація регіонів повинна базуватися на унікальних особливостях та існуючих можливостях регіонів, концентруватися на виробництві наукомісткої продукції, сконцентрувати зусилля на структурних інноваціях, активізувати накопичення інтелектуального потенціалу та здійснювати його постійну капіталізацію. Розвиток, внаслідок структурної модернізації регіонів, повинен забезпечуватися відповідним інституціональним середовищем, що сприятиме отриманню позитивного ефекту для суміжних регіонів від створених макрорегіонів шляхом поширення добробуту та отриманню поштовху для масштабних структурних зрушень.

THE REASONS FOR THE NEED FOR STRUCTURAL MODERNIZATION OF THE ECONOMY OF THE REGIONS OF UKRAINE

Summary

The reasons for the necessity of structural modernization of the economy of regions of Ukraine are substantiated in the article. It has been found that modern socio-political processes are characterized by continuous formation and further expansion of integration ties at all levels of the economic system aimed at accelerating the development of its subjects. The problems of regional development of Ukraine include: unevenness and deepening asymmetry of economic development, which leads to deepening differentiation in the social development of regions; lack of coherence and activity of national and regional policies on regional development and their main aspects; due to geopolitical circumstances, the dependence of production structures on the import of resources and fluctuations in prices for them; low adaptability of the regional economy to rapid changes in the global environment; low competitiveness of regional systems in the world market; slow technological updating and backwardness of innovative processes of development of regional economies; non-diversified structure of production of regions; orientation of production of many regions in the heavy industry, including the processing of primary raw materials and their production; declining trend of production and its low efficiency and so on Contemporary regional policy should be based on strategic priority areas for reform and modernization of the regional economy, and be directed towards sustainable regional development. It is substantiated that regional development should be based on the general concept of modernization of the economy and strategies of modernization of the economy of the regions of Ukraine, and it is important to establish close cooperation between the regions for the formation of new competitive regional entities, including the subregional level. It is established that structural modernization of regions should be based on unique features and existing opportunities of regions, concentrate on production of high-tech products, concentrate efforts on structural innovations, activate accumulation of intellectual potential and carry out its constant capitalization. Development as a result of structural modernization of the regions should be provided with the appropriate institutional environment, which will contribute to the positive effects of the created macro-regions in the adjacent regions, by spreading prosperity and receiving impetus for large-scale structural changes.
