ЄВРОПЕЙСЬКИЙ ДОСВІД УПРАВЛІННЯ В СФЕРІ КУЛЬТУРИ

Анотація

У статті досліджується зарубіжний досвід управління та основні моделі управління сферою культури країн ЄС. Досліджується декілька основних векторів участі держави в управлінні культурною політикою зарубіжжя. Представлено результати дослідження досвіду управлінської діяльності в сфері культури країн Західної Європи. Визначено пріоритетні напрями державної підтримки мистецької сфери. Визначено перспективи подальших досліджень у напрямі управління сферою культури зарубіжжя. Дослідженно, що менеджмент у сфері культури Великобританії вважається одним із наймобільніших. Дослідженно поняття "Нова культурна політика", яке має розвиток у Західній Німеччині. Визначено Францію як державу, що вважає культуру своїм національним надбанням, де, використовуючи досвід інших країн, стали більше уваги приділяти таким формам взаємовідносин культури і бізнесу, як спонсорство та філантропія. Визначено, що управлінська система Фінляндії є найбільш складною та численою в культурі. Досліджено законодавство у сфері культури країн ЄС. Дали визначення різних підходів до викликів, які поставили сучасність перед культурою.

EUROPEAN EXPERIENCE IN CULTURAL MANAGEMENT

Summary

The article examines the international management experience and basic models of management in the sphere of culture of the EU countries. Examines some of the main vectors of state involvement in the management of cultural policy abroad. Presents results of a study of managerial work in the cultural sphere of Western Europe. Identifies priority directions of state support art area. Researched cultural practices of institutions of culture and art, defined by their place in the management structure. Study of the specifics of management of ancient Egypt, Rome, the early middle Ages, the Renaissance. Dosis "Barometer of cultural policy", which notes that respondents are the number one problem noted the low priority of culture in the government budgets. Moreover, this statement has United residents and "Old" Europe and post-socialist countries. Dosis the current state and the specificity of culture. Considered the modern concept of management of personnel development in the sphere of culture in the EU. Summarized features of management of staff development of cultural institutions. Also represented certain elements of the forms of financing of cultural institutions abroad. Investigated how to distinguish between sponsorship and patronage in Western countries. Determined from this study and prospects for further research in the direction of management in the sphere of culture abroad. The management in the sphere of culture the UK is one of the most mobile. Investigates the concept of "New cultural policy", which had the concept in West Germany. Defined France — a country that considers culture as their national heritage, using the experience of other countries began to pay more attention to such forms of interaction between culture and business sponsorship and philanthropy. Research cooperation of commercial entities and cultural organizations in Denmark. It is determined that the management system of Finland's most complex and numerous in culture. Research the legislation in the sphere of culture of the EU. They gave a definition of different approaches to the challenges that modernity has given to culture. The conclusions from this study and the prospects for further exploration in this area are outlined.
