ДОСЛІДЖЕННЯ НАПРЯМІВ МІНІМІЗАЦІЇ ВПЛИВУ РИЗИК-ФАКТОРІВ НА ДІЯЛЬНІСТЬ КОМУНАЛЬНИХ ПІДПРИЄМСТВ СОЦІАЛЬНОЇ СФЕРИ М. КИЄВА НА ПРИКЛАДІ КОМУНАЛЬНОГО ПІДПРИЄМСТВА "ПРОМІНЬ"
Анотація
Статтю присвячено дослідженню проблематики організації ефективної системи управління ризиками комунальних підприємств соціальної сфери м. Києва на прикладі КП "Промінь". Зокрема, висвітлено базові теоретичні положення забезпечення процесу управління ризиками, виділено ключові особливості комунальних підприємств як суб'єктів господарських відносин у їх безпосередньому зв'язку з прикладними аспектами ризик-менеджменту, визначено актуальні проблеми функціонування таких підприємств. Ідентифіковано основні ризики діяльності КП "Промінь", існування яких слугує стримуючим фактором розвитку підприємства та представляє високий рівень загрози у майбутньому. На основі попередньо ідентифікованих ризиків, було визначено перелік факторів, що чинять переважний вплив на ймовірність реалізації таких ризиків. Запропоновано комплекс заходів націлених на мінімізацію негативного впливу, досліджуваних ризиків, на стабільність функціонування комунального підприємства "Промінь".

RESEARCH OF THE WAYS OF MINIMIZATION THE IMPACT OF RISK-FACTORS IN ACTIVITY OF THE KIEV COMMUNAL ENTERPRISES IN THE SOCIAL SPHERE ON ENTERPRISE EXAMPLE OF COMMUNAL ENTERPRISE "PROMIN"
Summary
The article is devoted to the research of problems of organization of effective risk management system of communal enterprises of social sphere in Kyiv on the example of CE "Promin". During carrying out the research basic theoretical provisions of ensuring the risk management process were highlighted, the key features of utility companies as subjects of economic relations were highlighted in their direct connection with the applied aspects of risk management. Relevant problems of functioning of such enterprises are identified. The main risks of activity of CE "Promin" (emergence of new competitors with greater financial, organizational and production capabilities; late payment of budget funds for services rendered; loss in the tender for provision of baby food services in Svyatoshinsky district of Kyiv; change of state approaches; in organizing school meals towards commercialization of this area and reducing support for state and municipal enterprises; late delivery of food and the unfair work of suppliers), the existence of which serves as a deterrent to the enterprise sophistication and poses a high level of threat in the future. The main sources of occurrence of such risks and the consequences of their potential application in the future are identified. Based on pre-identified risks, a detailed list of factors that have a major impact on the likelihood of realization of these risks was determined, namely macroeconomic level factors, local level factors, micro level factors and socio-cultural factors. A set of measures aimed at minimizing the negative impact, investigated risks, on the stability of functioning of the municipal enterprise "Promin" in accordance with each type of risk is suggested. The developed complex of measures covers the main internal and external functional areas of activity of the enterprise, starting from establishing an effective system of external communications with local authorities and a separate system of collecting, analyzing and processing marketing information, ending with measures of a purely internal organizational nature, related to the change of organizational structure, personnel, approaches to the management of technical, technological, marketing and financial component of the enterprise.
