МОДЕЛЮВАННЯ ВЗАЄМОЗВ'ЯЗКУ РИНКОВИХ ТРАНСФОРМАЦІЙ ТА ДИНАМІКИ СОЦІАЛЬНО-ЕКОНОМІЧНИХ ПОКАЗНИКІВ В УКРАЇНІ: РЕГІОНАЛЬНИЙ АСПЕКТ
Анотація
Метою статті є дослідження взаємозв'язку між процесами формування ринкової економіки і соціально-економічним станом на рівні регіонів України (на прикладі Вінницької області). В статті тестуються гіпотези про наявність впливу ринкової трансформації на соціально-економічні, екологічні та ін. показники регіону. Математичний вираз такої залежності представляється доцільним на основі нечітко-множинного підходу до оцінювання сукупності відносно великої кількості різних за змістом критеріїв і показників. Аналізування здійснювалося на основі даних Державної служби статистики у Вінницькій області за 1990—2019 роки. Підтверджено негативні ефекти дисфункцій економіки регіону на початковому етапі формування ринкових відносин. Водночас проведений аналіз засвідчив з початку 2000-х рр. тенденції покращення економічного стану бізнесу, підприємств; активізації підприємництва і зовнішньоторговельної діяльності; росту безробіття і злочинності; зростання ролі сфери послуг в економіці регіону; зменшення чисельності населення та зростання майнового стану загалом; кількісного згортання наукового і медичного забезпечення; стабілізації або ж навіть покращення екологічної ситуації. Зроблено висновок про те, що реалізація системи ринкових відносин за останні 20 років виявилася значно меншою від потенційно можливої. Причини цього полягають у відсутності коректної державної економічної політики управління процесами ринкових трансформацій, у т. ч. і на регіональному рівні. На підставі аналізу динаміки основних соціально-економічних показників по мірі формування ринкової економіки в Україні, авторами зроблено висновок про те, що в умовах інституційної нестійкості офіційні інформаційні масиви не дають повноцінної можливості однозначно оцінити результати ринкових трансформацій. Встановлено, що сучасне регулювання економікою характеризується недостатньо ефективними ринковими методами та інструментами управління. Підкреслено ризик відсутності системи державного контролю у ряді сфер економічної діяльності вже по мірі формування повноцінної системи ринкових відносин.

MODELING THE RELATIONSHIP OF MARKET TRANSFORMATIONS AND THE DYNAMICS OF SOCIO-ECONOMIC INDICATORS IN UKRAINE: A REGIONAL ASPECT
Summary
The purpose of the article is to investigate the relationship between the processes of market economy formation and socio-economic status at the level of regions of Ukraine (on the example of Vinnytsia region). The article tests hypotheses about the impact of market transformation on socio-economic, environmental, and others. regional indicators. The mathematical expression of this dependence seems appropriate on the basis of a fuzzy set approach to assessing a set of relatively large numbers of different criteria and indicators. The analysis was carried out on the basis of data of the State Statistics Service in Vinnytsia region for the years 1990—2019. The negative effects of the dysfunction of the region's economy at the initial stage of the formation of market relations were confirmed. At the same time, the analysis showed that since the early 2000s there has been a tendency to improve the economic condition of businesses and enterprises; activation of entrepreneurship and foreign trade activity; rising unemployment and crime; growing role of services in the region's economy; decrease in population and growth of property condition as a whole; quantitative curtailment of scientific and medical support; stabilization or even improvement of the environmental situation. It is concluded that the implementation of the system of market relations over the past 20 years has been much smaller than the potential. The reasons for this are the lack of a correct state economic policy to manage market transformation processes, including at the regional level. Based on the analysis of the dynamics of the main socio-economic indicators as the market economy in Ukraine is formed, the authors conclude that in the context of institutional instability official information arrays do not give a complete opportunity to evaluate the results of market transformations unambiguously. It is established that modern regulation of the economy is characterized by insufficiently effective market methods and management tools. The risk of absence of the system of state control in a number of spheres of economic activity is emphasized as the formation of a full-fledged system of market relations.
