ПЛОДООВОЧЕВА СКЛАДОВА У ФОРМУВАННІ ПРОДОВОЛЬЧОЇ БЕЗПЕКИ УКРАЇНИ

Анотація

У статті оцінено сучасний стану розвитку галузі плодоовочівництва в Україні та визначено її роль у формуванні продовольчої безпеки з урахуванням перспектив розвитку галузі, динаміки плодоовочевого ринку та сучасних тенденцій світової економіки.
Проведено аналіз динаміки виробництва та споживання плодів, ягід, винограду, овочів, картоплі в Україні за період з 2000 до 2018 рр.
Розглянуто структуру виробництва плодоовочевої продукції за категоріями господарств. Проведено порівняння обсягів виробництва основних видів плодоовочевої продукції з обсягами споживання, а також рівня споживання у розрахунку на одну людину з раціональними нормами споживання окремих видів плодів та овочів.
Досліджено основні індикатори продовольчої безпеки, індекси достатності споживання плодоовочевої продукції та її економічна доступність, визначено оцінки достатності споживання фруктів та овочів в Україні за роками.
Встановлено, що рівень виробництва овочів та картоплі такий, який відповідає рівню забезпечення населення цими продуктами харчування у повному обсязі. Забезпеченість українських споживачів фруктами, ягодами, виноградом вітчизняного виробництва складає 68%, реальний рівень споживання 58% від раціональних норм.
Надано пропозиції для подальшого розвитку галузі овочівництва і садівництва в Україні, який має здійснюватися шляхом адресної підтримки розвитку ягідництва, закладки інтенсивних садів кісточкових плодових дерев, формування інфраструктури доробки, переробки та зберігання плодово-ягідної продукції, забезпеченню її якості. Запропоновано форми громадської чи партнерської взаємодії між виробниками плодів і овочів та органами місцевого самоврядування з метою продуктової допомоги малозабезпеченим верствам населення.

FRUIT AND VEGETABLE COMPONENT IN THE FORMATION OF FOOD SECURITY OF UKRAINE

Summary

The article assesses the current state of development of the fruit and vegetable industry in Ukraine and defines its role in the formation of food security, taking into account the prospects for the development of the industry, the dynamics of the fruit and vegetable market and income of the population.
The analysis of the dynamics of production and consumption of fruits, berries, grapes, vegetables, potatoes in Ukraine for the period from 2000 to 2018. The structure of production of fruits and vegetables by categories of farms is considered. The volumes of production of the main types of fruit and vegetable products with the volumes of consumption, as well as the levels of consumption per one person with rational rates of consumption of certain types of fruits, potatoes and vegetables are compared.
The main indicators of food security, the indices of the sufficiency of consumption of fruit and vegetable products and its economic accessibility, the assessment of the sufficiency of consumption of fruits and vegetables and potatoes in Ukraine by years are investigated.
It is established that the level of production of vegetables and potatoes is such that corresponds to the level of providing the population with these foodstuffs in full. However, there are deficits in the markets of these products from time to time, unreasonable price increases, entry into the markets of fruit and vegetable products with unconfirmed quality characteristics.
The supply of Ukrainian consumers with fruits, berries and grapes of domestic production is 68%, the real level of consumption is 58% of the rational norms. Consideration is given to the fact that some of the fruits, berries and grapes are grown in households, in suburban areas, which increases the consumption of these products by the population through self-sufficiency.
Proposals for the further development of the vegetable and horticulture industry in Ukraine, which should be implemented through targeted support for the development of berries, laying intensive orchards of stone fruit trees, forming the infrastructure of processing, processing and storage of fruit and berry products, ensuring its quality. Forms of community or partnership interaction between fruit and vegetable producers and local self-government bodies in the regions are proposed in order to provide food assistance to the poor.
