РОЛЬ ОБ'ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД ТЕРНОПІЛЬЩИНИ У РОЗВИТКУ СІЛЬСЬКИХ ТЕРИТОРІЙ

Анотація

Розглянуто сутність, значення об'єднаних територіальних громад їх вплив на розвиток сільських територій. Встановлено, що розвиток села за допомогою громад передбачає діяльність, яка дає можливість сільським мешканцям забезпечувати власну життєдіяльність, впливаючи водночас на явища та процеси, які зумовлюють та забезпечують виробництво, розподіл, обмін та споживання економічного продукту.
Досліджено позитивну динаміку сільськогосподарського виробництва Тернопільської області, яка володіє достатньо багатим природно-ресурсним потенціалом, що сприяє розвитку сільських територій, а за відповідних умов може перетворитись у добрі стартові умови і для подальшого розвитку. Разом з тим акцентується увага на основних викликах на етапі створення ОТГ. На прикладі окремих ОТГ області доведено їх соціально-економічну ефективність, важливість розвитку підприємництва, що створює можливості для розширення зайнятості сільського населення, зростання його доходів, участі у розбудові соціальної інфраструктури села.
Відмічений подальший розвиток сільських територій можливий завдяки виконанню ряду стратегічних та операційних цілей. Накреслено пропозиції щодо ефективного використання економічного потенціалу області, розвитку інфраструктури сільських територій та соціальної сфери села.

THE ROLE OF THE UNITED TERRITORIAL COMMUNITIES OF THE TERNOPILA REGION IN RURAL DEVELOPMENT

Summary

Сommunity with sufficient economic activity in its own territory, with enterprising, hardworking people can ensure a high standard of living for the population, determine development priorities and finance education, law enforcement, medicine, roads and other important areas.
The article deals with the essence, the importance of the united territorial communities and their influence on the development of rural territories. It has been established that community-based village development involves activities that enable rural residents to provide their own livelihoods, while influencing the phenomena and processes that condition and ensure the production, distribution, exchange and consumption of an economic product.
Positive dynamics of agricultural production of Ternopil region has been investigated, which possesses sufficiently rich natural-resource potential, which contributes to the development of rural territories, and under appropriate conditions can turn into good starting conditions for further development. At the same time, the focus is on the main challenges in the stage of creating an united territorial communities. On the example of the individual united territorial communities of the region their socio-economic efficiency, the importance of entrepreneurship development, which creates opportunities for expansion of employment of rural population, increase of its incomes, participation in the development of the social infrastructure of the village are proved.
The marked further development of rural territories is possible due to the fulfillment of a number of strategic and operational goals. The proposals for effective utilization of the economic potential of the region, development of infrastructure of rural territories and social sphere of the village are outlined.
The development of communities in the Ternopil region is indicative of the ability within a particular socio-economic system to provide its own livelihood, while influencing the phenomena and processes that predetermine and ensure the production, distribution, exchange and consumption of an economic product. Village development with the help of rural communities opens up some opportunities aimed at achieving: the integrity of the rural territorial community as a social entity; coordinated social interaction between citizens — members of the rural territorial community; imparting these values, traditions, rules, rules, customs to future generations.
