АКТУАЛЬНІ ПРОБЛЕМИ ПІДВИЩЕННЯ ПРИБУТКОВОСТІ КОМУНАЛЬНИХ ПІДПРИЄМСТВ ЯК ФАКТОРУ ЕКОНОМІЧНОЇ БЕЗПЕКИ
Анотація
У статті розглянуто основні проблеми підвищення прибутковості вітчизняних підприємств комунальної форми власності. Систематизовано наукові уявлення щодо визначення ролі комунальних підприємств та їх правових ознак. Уточнено поняття комунального підприємства, їх види відповідно до функціональної орієнтації. Виділено перелік проблем підвищення прибутковості функціонування комунальних підприємств у їх тісному зв'язку з теоретичними підходами до управління такими підприємствами, а саме, прогресивного, акомодаційного та реакційного, які враховують у собі різні рівні економічної безпеки та відповідні заходи стратегічного характеру. Запропоновано перелік напрямків подолання збиткового стану підприємств комунальної власності та забезпечення стабільних темпів зростання прибутковості їх діяльності, які охоплюють як заходи законодавчої регламентації діяльності підприємств комунальної сфери, так і прикладні аспекти їх управління.

CURRENT PROBLEMS OF INCREASING THE PROFITABILITY OF COMMUNAL ENTERPRISES AS A FACTOR OF ECONOMIC SECURITY
Summary
The article outlines the main problems of increasing the profitability of municipal enterprises of communal ownership through the prism of ensuring the economic security of this type of enterprises. The systematization of scientific ideas on determining the role of public utilities within the national economic system is carried out, and the legal bases of their functioning are considered. The concepts of utility companies, their types in accordance with functional orientation and legal regulation have been clarified. There has been highlighted the list of problems that at this stage of development of the municipal enterprise segment, which form the key constraints of its development, in the context of increasing their profitability. Theoretical approaches to the management of such enterprises have been formed in their close connection with the described problems. Key problems of ensuring the profitability of these enterprises are technical and technological backwardness, low investment attractiveness, weakness of the organizational and managerial apparatus, inefficiency of accounting systems, control of costs and quality of products, weakness of regulatory legal support and as a consequence the lack of adaptability of municipal enterprises to the current market conditions. The following approaches to the profitability of municipal enterprises are distinguished: progressive (applied by enterprises with high level of economic security and potential for development), accommodational (used to stabilize the current state and maintain competitive positions) and reactionary (aimed at maintaining the minimum level of solvency and liquidity indicators of enterprises, counteracting external threats); Each of these approaches consider different levels of economic security and appropriate strategic measures that can be applied to a specific municipal enterprise. There has been offered the list of directions of overcoming the unprofitable state of the enterprises of communal property and providing stable growth rates of profitability of their activity, which cover both measures of legislative regulation of activity of themunicipal enterprises, as well as applied aspects of their management.
