АЛГОРИТМ ТА ІНСТРУМЕНТАРІЙ ЗАБЕЗПЕЧЕННЯ ЕКОЛОГО-ЕКОНОМІЧНОГО РОЗВИТКУ ЗЕМЛЕКОРИСТУВАНЬ В УМОВАХ ЄВРОІНТЕГРАЦІЙНИХ ПРОЦЕСІВ
Анотація
У статті наведено чинники розвитку землекористувань, завдяки яким буде досягнуто їх злагоджений та збалансований розвиток. Висвітлено думку, що потрібно об'єднати всі наявні на відповідній території земельні паї у цілісні один або декілька земельних масивів. Запропоновано алгоритм досягнення еколого-економічного розвитку землекористувань, що включає в себе аналіз конкурентних можливостей території, аналізу кон'юнктури ринку, вивчення елементів макро- і мікрооточення, вивчення внутрішніх сил та слабкостей об'єднаних територіальних громад, прийняття управлінських рішень щодо розвитку землекористувань, формування бізнес-плану, залучення інвесторів, обгрунтування перспектив розвитку громади.
Запропонований інструментарій забезпечення еколого-економічного розвитку землекористувань, який включає в себе економічну, екологічну та соціальну складову. Цей інструментарій є алгоритмом, за допомогою якого забезпечується поступальний розвиток ОТГ в умовах децентралізації в рамках розвитку євроінтеграційних процесів.

THE ALGORITHM AND TOOL OF EKOLOGO-ECONOMIKAL DEVELOPMENT OF LAND TENURES ARE IN THE CONDITIONS OF EUROINTEGRATION PROCESSES
Summary
In the article the factors of development of land-tenures are driven, such as institutional, productive and ecological and economics due to that it will be attained them concerted and balanced development. An idea is reflected, that it is needed to unite all present on corresponding territory landed shares is integral one or a few landed arrays. It is indicated that an association of the landed scares is the best alternative of organization of production and labor.
The algorithm of achievement of ecological and economical development of land-tenures, that includes for itself the analysis of competition possibilities of territory, analysis of the state of affairs of the state of affairs of market, study of elements macro and microenvironment, study of internal forces and weaknesses of the incorporated territorial communities, acceptance of administrative decisions in relation to development of land-tenures, forming of business plan, bringing in investors, ground of prospects of development of society, is offered.
This algorithm would allow to provide diversification of production within the framework of the incorporated territorial society and improve quality of life of population due to the achievement of the balanced use of own naturally-resources potential. It is indicated that the (algorithm) needs operative control on all stages of this implementation that will allow instantly to react on possible deviations from the mapped out measure.
It is marked that within the framework of this algorithm must be provided access of all layers of rural population to the economic values from the increase or profit ability and diversification of economic activity that will allow to open new possibilities to the valuable bringing of rural population in the process of land production.
Approaches over are brought in relation to interpretation of them "instrument". Reasonably, that for to ecologo-economical development of land-tenures, expedient is forming of his tool that includes for itself an economic, ecological and social constituent.
This tool shows a soba an algorithm by means of that forward development of OTG is provided in the conditions of decentralization within the framework of development of euro integration processes.
Certainly, with the aim of establishment of crowd conditions of intercommunications between the phenomena and processes more careful study of every component of constituent is needed.
