СТРУКТУРНІ ДИСПРОПОРЦІЇ НАЦІОНАЛЬНОЇ ЕКОНОМІКИ УКРАЇНИ В УМОВАХ ПОСТІНДУСТРІАЛЬНОГО РОЗВИТКУ
Анотація
У статті в результаті аналізу виявлено, що рівень зношеності основних засобів підприємств протягом останніх двох десятиліть демонструє вкрай суперечливу динаміку, але в останній час ситуація має тенденцію до погіршення. З'ясовано, що до проблемних питань постіндустріального розвитку економіки України відноситься питання підвищення ефективності функціонування компаній державної форми власності. Визначено, що впродовж попередніх років сфера інформаційних технологій в Україні демонструє стабільний ріст, однак навіть попри динамічні темпи розвитку галузі та затребуваність українського інтелектуального продукту на міжнародних ринках, вітчизняна IT-сфера характеризується індиферентним відношенням державних структур до неї. Встановлено, що Україна має широкий спектр можливостей, обумовлений високим рівнем освіченості населення, рівня культурного та соціального розвитку населення та розвитком наукової сфери, що підтверджується високим показником індексу людського капіталу. Але з'ясовано, що існують і певні загрози щодо подальшого зростання інтелектуального та людського потенціалу в Україні. Окреслено головні перешкоди щодо організації цілеспрямованого руху у напрямі побудови постіндустріальної структури економіки України та подолання структурних диспропорцій її розвитку.

STRUCTURAL DISPROPORTIONS OF THE UKRAINE'S NATIONAL ECONOMY IN THE CONDITIONS OF POSTINDUSTRIAL DEVELOPMENT
Summary
The article finds that the level of fixed assets depreciation on enterprises over the past two decades has shown very controversial dynamics, but recently the situation tends to deteriorate due to a reduction in investment inflow and the loss of part of Ukraine's territory and the infrastructure that is located there. It was clarified that the problem of post-industrial development of the Ukrainian economy is the issue of increasing the efficiency of functioning of state-owned companies. Currently, a number of branches of innovation are emerging, the key of which is the sphere of information technology, despite the existence of complex structural constraints on development, the prevalence of values and areas of social production of the industrial technological structure. It has been established that in recent years the sphere of information technologies in Ukraine demonstrates stable growth, however, despite the dynamic growth of the industry and the demand for Ukrainian intellectual products in international markets, the domestic IT sphere is characterized by an indifferent attitude of state structures to it. It is determined that the distinctive characteristic of the post-industrial economy is that information and intellectual capital is the main source of profitability of the commercial sector and the driving force of economic growth. These categories serve as the basis and primary source for building a post-industrial society. It is established that Ukraine has a wide range of opportunities, due to the high population education level, the cultural and social development level of the population and the development of the scientific sphere, which is confirmed by high indicator of the index of human capital. However, it became clear that there are certain threats to further increase intellectual and human potential in Ukraine. The main obstacles to organizing a purposeful movement towards building a post-industrial structure of the Ukrainian economy and overcoming the structural disproportions of its development are outlined. Analyzing the existing structural value of the national economy, it has been found that there is a dominance of the industrial type of economy in Ukraine with the presence of fragmented elements of post-industrial way, but despite the presence of a significant number of features inherent in industrial economies such techno-economic system, the Ukrainian economic system is in a unique position, characterized by the availability of most of the necessary resources to ensure sustainable development in the direction of structuring the economy in accordance with the post-industrial model.
