СОЦІАЛЬНО-ЕКОНОМІЧНІ ЗАСАДИ ЗАБЕЗПЕЧЕННЯ САМОДОСТАТНОСТІ ОБ'ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД
Анотація
У статті обгрунтовано соціально-економічні засади забезпечення самодостатності об'єднаних територіальних громад. Систематизовано та запропоновано сутнісний зміст реформи децентралізації в Україні. Визначено, що ефективність функціонування ОТГ визначається рівнем їх самодостатності. Особливу увагу приділено проблемі розширення соціально-економічного потенціалу, здатного забезпечити ефективне функціонування детермінантних сфер фінансової та соціальної децентралізації, децентралізації в сферах освіти, охорони здоров'я, надання адміністративних послуг та передачі земельних ділянок сільськогосподарського призначення із державної у комунальну власність об'єднаних територіальних громад.
З метою диференційованого підходу до розширення соціально-економічного потенціалу проведено класифікацію областей України за рівнем самодостатності сформованих територіальних громад. Встановлено, що рівень самодостатності сформованих територіальних відображає рівень володіння матеріальними, соціальними та фінансовими ресурсами в достатніх обсягах, для реалізації функцій місцевого самоврядування, які відповідатимуть загальнодержавним стандартам.

SOCIO-ECONOMIC FRAMEWORKS OF PROVIDING THE SELF-DETERMINATION OF THE UNITED TERRITORIAL COMMUNITIES
Summary
The article substantiates the socio-economic principles of ensuring the self-sufficiency of the united territorial communities. The essence of the decentralization reform in Ukraine is systematized and proposed.
The purpose of the article is to study the socio-economic principles of ensuring the self-sufficiency of the united territorial communities.
It is determined that the effectiveness of OTG functioning is determined by the level of self-sufficiency. Particular attention is paid to the problem of the expansion of socio-economic potential capable of ensuring the effective functioning of the determinants of financial and social decentralization, decentralization in the spheres of education, health care, provision of administrative services and the transfer of agricultural land from the state to the communal property of the united territorial communities. In order to differentiate approach to the expansion of socio-economic potential, the classification of Ukrainian regions according to the level of self-sufficiency of the formed territorial communities has been conducted.
The process of financial decentralization, which began in Ukraine in 2014, requires in-depth study of the practical aspects of ensuring the self-sufficiency of the united territorial communities. The main purpose of the reforming is to change the management model with an emphasis on decentralization in the development of the territories of regions based on creation of self-sufficient administrative-territorial units on the principle of self-government.
It is established that the level of self-sufficiency of the formed territorial reflects the level of possession of material, social and financial resources in sufficient volumes, for realization of functions of local self-government, which will correspond to national standards.
The results of the decentralization reform in Ukraine are primarily dependent on overcoming the contradictions in the legislative and regulatory acts that should become the legal basis for the formation of a new administrative-territorial structure of our state.
