НАПРЯМИ ДЕРЖАВНОЇ РЕГІОНАЛЬНОЇ ПОЛІТИКИ ЩОДО АКТИВІЗАЦІЇ СТАЛОГО РОЗВИТКУ РЕГІОНІВ В УМОВАХ ІНСТИТУЦІОНАЛЬНИХ ЗМІН
Анотація
У статті запропоновано напрями державної регіональної політики щодо активізації сталого розвитку регіонів в умовах інституціональних змін. Визначено умови інституціональних змін, що впливають на сталий розвиток регіонів, у тому числі завдяки децентралізованому підходу до організації відповідних відносин між центральною владою та регіональними суб'єктами. Виокремлено ряд загроз ендогенного та екзогенного характеру, які формують інституційні бар'єри розвитку регіональних господарських систем. Сукупний вплив факторів ендогенного та екзогенного характеру чинить деструктивний вплив на сталий розвиток регіонів через незадовільний розвиток наукового, інтелектуального, інноваційного потенціалу держави, погіршення екологічного стану тощо. Визначено підходи щодо вирішення системних проблем сталого розвитку регіонів в умовах інституціональних змін. Обгрунтовано актуальність стимулювання процесу кластеризації економіки як одного із підходів активізації сталого розвитку регіонів.

AREAS OF STATE REGIONAL POLICY TO ENHANCE THE SUSTAINABLE DEVELOPMENT OF THE REGIONS IN CONDITIONS OF INSTITUTIONAL CHANGES
Summary
The article proposes the directions of the state regional policy on the activation of sustainable development of regions in conditions of institutional changes. The conditions of institutional changes affecting the sustainable development of the regions are determined, including through a decentralized approach to the organization of appropriate relations between the central government and regional actors. A number of threats of endogenous and exogenous character are identified, which form institutional barriers to the development of regional economic systems. The combined effect of endogenous and exogenous factors has a destructive effect on sustainable development of regions due to poor development of scientific, intellectual, innovative potential of the state, deterioration of the ecological state, etc. The approaches to solving systemic problems of sustainable development of regions in the conditions of institutional changes are determined, among which the following are singled out: the establishment of innovation as a key priority of state and regional policy; optimization of the budget process at the expense of rationalization of the process of appropriation of funds; attraction of investment resources in progressive directions of infrastructure projects; improvement of the state administration apparatus by strengthening public-private partnership; stimulation of individual entrepreneurial activity; comprehensive modernization and diversification of the real sector of economy. The urgency of the stimulation of the clustering of the economy as one of the approaches to the intensification of sustainable development of the regions is substantiated. Since clustering involves not only the mechanisms of intra-cluster cooperation, but also the effective use of interregional and inter-sectoral links. It is proved that the main advantages of clusters for the activation of sustainable development of the regions are: reduction of the role of the influence of exogenous factors on the efficiency of work and the pace of development of cluster members; positive impact on the competitive position of the region; support of scientific and technical potential of regions; formation of institutional prerequisites for reorientation of domestic fiscal policy aimed at subsidizing depressed regions in order to stimulate their sustainable development.
